论大城市治理交通拥堵的政府监管制度选择与优化

【摘要】：交通拥堵问题是现代城市发展过程中面临的一大难题。目前我国对治理拥堵政府监管制度的研究一般均局限于某种特定制度本身,很少从整体上考虑各种治理拥堵监管制度的优缺点和可选择性并进而做出最优的制度选择或组合。从法律经济学的角度出发,分析大城市交通拥堵的成因,并深入分析政府用于治理交通拥堵的数量监管措施(包括机动车上牌和上路的总量控制措施等)和加价监管措施(包括拥堵费和停车费等),比较其优缺点和适用条件,在此基础上对我国典型城市的治堵监管政策进行分析和评价,并提出进一步的立法和政策改革建议,在当前具有实际意义。
[Abstract]:Traffic congestion is a difficult problem in the development of modern cities. At present, the research on the government supervision system of governance congestion in our country is generally limited to a particular system itself, and seldom considers the advantages and disadvantages and the selectivity of the various governance congestion supervision systems and then makes the optimal system choice or combination. From the angle of law and economics, this paper analyzes the causes of traffic congestion in big cities. And deeply analyze the quantity supervision measures used by the government to control traffic jams (including the total amount control measures for vehicle registration and on the road, etc.) and the regulatory measures for fare increase (including congestion charges and parking fees), and compare their advantages, disadvantages and applicable conditions. On this basis, it is of practical significance to analyze and evaluate the regulation and supervision policies of typical cities in China, and to put forward further legislative and policy reform suggestions.
