唐山市基层公安干警体能现状调查及对策研究

【摘要】: 体能训练既是提高公安干警体能的重要手段,也是练思想、练作风、练纪律,培养现代公安干警高尚的品德、铸造现代公安干警坚强性格的教育过程。通过活动的开展,能激发公安干警将更多的时间用于加强自身体能训练,减少了他们业余时间不良的生活方式,使公安队伍的业务素质和职业道德有了全面提高。 本文通过对唐山市基层公安干警体能状况调查研究,能够全面细致的了解唐山市基层公安干警的体质状况和体能训练的现状,找出公安干警体能训练中的薄弱环节,并提出针对性的指导意见,从而提高唐山市公安领导层对公安干警体能训练的重视,促进唐山市基层公安干警体能训练水平的提高和科学化的训练体制的形成,对公安干警完成本职工作和保护自身的安全奠定坚实基础。 本研究主要是针对唐山市公安局和各区、县局,在职基层公安干警中随机抽取男性500人,对不同年龄组别和不同警种进行了对比分析。研究方法主要采取了文献研究法、问卷调查法、测验法、统计法及逻辑分析法。 通过研究,唐山市公安干警20~27岁、28~38岁两个年龄组的基层公安干警8项体能指标中有6项无明显差异,只在50米和1000米跑这两项上;28~38岁组比20~27岁组差,这可能与年龄差异有关,也可能与28~38岁组工作任务重、缺少时间训练有关。建议要加强28岁以上基层公安干警的速度和耐力素质训练,以适应繁重任务的需要。巡、特警在50米和1000米跑这两项指标略优于其它警种,这一方面表明本研究确定的8项体能指标对各警种都是适用的,另一方面说明巡、特警是完成特殊任务的警种,他们理当比其他警种在这几项体能上更好、更强。建议其他警种加强弱项训练,提高体能素质,才能够满足完成特殊任务的需要。 体能训练是提高公安干警体能素质的重要手段,研究表明,影响唐山市基层公安干警体能训练的主要因素有:一是公安干警自身和行政领导对体能训练缺乏正确的认识;二是国家对公安系统经费投入的比例小;三是公安干警的体能训练缺乏相应的领导机构和监督机制,且规章制度不够健全;四是来自于社会和自我心理的压力;五是训练场地器械不足和目标不明确及从优待警的力度不够,现有警力不足等。 根据研究结果,本人对加强唐山市公安干警体能训练提出了如下建议:一是要站在新的高度提高对公安干警体能训练的重要性;二是全面确立正确的、终身的体能训练观;三是加强公安干警的综合体能训练;四是注重心理素质和体能训练的有机结合;五是积极引导对公安干警训练给与支持;六是体能训练公安干警要从自身做起;七是加大对新基层公安干警的体能训练;八是努力改善干警体能训练的环境等措施。 本研究所确立的8项体能测试指标,符合基层公安干警的工作特点和需要,并且简单、实用,可做为基层公安干警体能训练的主要内容。建议在唐山市基层公安干警培训中试用,并不断总结经验,使之更加完善,逐步推广。
