公安边防部队干部队伍激励机制探析

【摘要】: 干部队伍是公安边防部队中执法执勤的重要组成力量,在部队建设发展中担负着组织者和重要执行者的作用,如何建立科学有效的干部队伍激励机制,最大限度地激发干部队伍的积极性和创造性,是公安边防部队人力资源管理的核心问题。激励的方法和手段有很多,但只有在有效的激励机制中,才会产生覆盖面较广、效果时间较长、相对稳定的激励效应。目前公安边防部队干部队伍中现行的激励机制是建立在传统战争和计划经济体制条件下的,面对当前全球军事信息化变革、我国经济体制市场化转型的时代大背景,构建与时代要求相适应的公安边防部队干部队伍激励机制具有重要的实践意义。因此,本文对公安边防部队干部队伍激励机制进行了研究。 课题围绕构建公安边防部队干部队伍激励机制这个核心问题,运用调查研究与归纳总结相结合、理论研究与实践探索相结合、定性分析与定量分析相结合的方法,以边防部队建设发展的需求和干部的真实需求为依据,提出了公安边防部队干部队伍激励机制模型,并对模型的五个构成因素作了分析,即一个基础(福利保障制度)、三个支柱(晋升制度、奖励制度和军旅规划)和一个外延(情感激励),对构建公安边防部队干部队伍激励机制提出了自身的建议。

[Abstract]:The contingent of cadres is an important component of law enforcement in the public security border defense force, which plays the role of organizer and important executor in the construction and development of the army. How to establish a scientific and effective incentive mechanism for cadres to stimulate the enthusiasm and creativity of the contingent of cadres to the maximum extent is the core issue of human resources management of the public security border defense force. There are many methods and means of incentive, but only in the effective incentive mechanism, will there be a relatively stable incentive effect with wide coverage, long effect time and relatively stable incentive effect. At present, the current incentive mechanism in the cadre contingent of the public security border defense force is established under the condition of the traditional war and the planned economy system. in the face of the current global military information reform and the background of the marketization transformation of the economic system in our country, it is of great practical significance to construct the incentive mechanism of the cadres of the public security border defense force in accordance with the requirements of the times. Therefore, this paper studies the incentive mechanism of cadres in public security border defense forces. Focusing on the core problem of constructing the incentive mechanism of cadres in public security border defense forces, this paper puts forward the incentive mechanism model of cadres in public security border defense forces by using the methods of investigation and summary, theoretical research and practical exploration, qualitative analysis and quantitative analysis, and puts forward the incentive mechanism model of cadres in public security border defense forces on the basis of the needs of the construction and development of border defense forces and the real needs of cadres, and analyzes the five constituent factors of the model. That is, a foundation (welfare guarantee system), three pillars (promotion system, reward system and military planning) and an extension (emotional incentive), this paper puts forward some suggestions for constructing the incentive mechanism of cadres in public security border defense forces.
