【摘要】：法治除了规则之治的宏观层面之外,还存在一个微观层面:即法律规则向个体习惯转化,获得民众习惯的支撑。法的本质和习惯的天然亲和力为法治习惯的养成提供了现实可能性,具体的法治实践中,需要将习惯融入立法之中,培养新式公民,发挥社会精英的示范作用,让规则获得习惯的支撑,让规则真正融入民众生活和个体心灵,从而实现社会法治秩序的微建构。
[Abstract]:In addition to the macro level of rule rule, the rule of law still has a micro level: the transformation of legal rules to individual habits, and the support of people's habits. The possibility of natural essence and affinity of customary law for the rule of law to develop habits of the specific practice of the rule of law, need to be used into legislation, cultivating new citizens, play an exemplary role in the social elite, to acquire a habit rules support, make the rules really into people's life and the individual soul, so as to realize the construction of micro the social order of the rule of law.
