【摘要】：依法行政不是一个单纯的法律问题,还是一个文化问题。中国古代数千年的文化传统对依法行政具有重要的影响,形成了思想、生活上的天罗地网,特别是文化传统中的权、法、情、理、经、和等观念,导致了儒家威权主义、政策至上思维和泛道德主义等负面因素,要做到依法行政,必须依靠大智慧来消除相关负面因素,引导群众坚定对依法行政的信念。
[Abstract]:Administrative law is not simply a legal issue, but also a cultural problem.
