城市燃气行业政府监管机制的法经济学分析

【摘要】： 城市燃气是公用事业领域基础设施的重要组成部分,由于产品的特殊性,它属于是一种介于公共物品和私人物品之间的准公共物品。不仅作为要素投入,关系到生产者成本状况,还作为最终消费品,与城市居民的收入水平、消费水平、生活质量息息相关,因此直接关系到城市经济的发展以至社会的稳定。在我国,城市燃气行业一直采取国有垄断经营方式,监管也相对滞后。本文从燃气行业政府监管的机制、体制、制度方面入手,对该产业政府监管进行经济学分析,借鉴发达国家监管改革经验,提出若干适合我国的燃气行业监管改革措施。
[Abstract]:Urban gas is an important part of infrastructure in the field of public utilities. Because of the particularity of products, it belongs to a kind of quasi-public goods between public goods and private goods. It is closely related to the producer cost and the final consumer goods, which is closely related to the income level, consumption level and quality of life of urban residents, so it is directly related to the development of urban economy and the stability of society. In our country, the city gas industry has been adopted the state-owned monopoly management mode, the supervision is also relatively lagged. This article starts with the mechanism, system and system of the gas industry government supervision, carries on the economic analysis to the industry government supervision. Based on the experience of supervision reform in developed countries, this paper puts forward some measures of gas industry supervision reform suitable for our country.
