【摘要】： 20世纪90年代,在俄罗斯社会制度转型和世界图书馆事业信息化发展的大背景影响下,俄罗斯图书馆事业发生了根本性变化,经历了危机、复苏、振兴等阶段。苏联图书馆发展模式被抛弃,俄罗斯着手建立适合国家新政的图书馆事业发展模式,并通过利用现代信息技术、网络技术,实现图书馆事业从传统到现代的转变。俄罗斯图书馆事业发展这一切的变化都是由俄罗斯图书馆政策、图书馆法律法规给予导向、规范和保障的。俄罗斯图书馆政策法规对俄罗斯图书馆事业发展具有导向性、控制性、协调性、管理性的作用,是俄罗斯图书馆事业发展的强大推动力量。因此,通过对俄罗斯图书馆政策法规的研究,可以了解和认识俄罗斯图书馆事业发展变化的全貌。本文研究的重点是,苏联解体后,在俄罗斯国家政治经济改革的社会环境下,俄罗斯图书馆事业国家宏观管理政策的根本转变,俄罗斯新的图书馆事业管理和发展模式的形成,以及为俄罗斯图书馆事业发展而制定的各项图书馆政策、图书馆法律法规对我国图书馆事业发展的借鉴和参考意义。本文所突破的重点,一是在总结苏联图书馆政策法规特点的基础上,评价苏联图书馆政策法规的成败得失,客观认识苏联图书馆事业成就与不足,通过对历史的回顾与评说,展望图书馆事业发展的未来；二是探寻俄罗斯国家宏观图书馆管理政策从苏联时期的“集权”模式到如今“分权”模式转变的制度因素和图书馆事业因素,定位俄罗斯“国家-社会”图书馆管理模式,三是中俄两国图书馆事业发展具有可比性,通过对俄罗斯图书馆政策法规制定实施的研究,归纳出对我国图书馆立法的几点启示,解决我国图书馆立法中存在的难题。全文分为9部分内容,除引言和结语外,正文分为7章。逻辑思路和结构为：从苏联时期的图书馆政策法规入手,在分析、评价苏联图书馆政策法规的特点基础上,首先剖析和揭示苏联解体后俄罗斯图书馆国家宏观管理政策的转变,分析俄罗斯图书馆事业分权管理政策的利弊,探索当今俄罗斯图书馆事业“国家-社会”管理模式的确立,进而围绕社会转型后俄罗斯图书馆事业改革发展变化展开对俄罗斯图书馆政策内容、俄罗斯图书馆法制建设状况、图书馆职业活动进行全方位研究论述,最后,对比中俄两国图书馆事业发展,从俄罗斯图书馆政策法规的制定和实施中得出有利于我国图书馆事业发展的启示。
[Abstract]:In the 1990s, under the influence of the transformation of Russian social system and the development of the world library information, the Russian library cause has undergone fundamental changes, experienced crisis and recovery. The Soviet library development model was abandoned, and Russia began to establish a library development model suitable for the new policy of the state, and through the use of modern information technology and network technology, All the changes in the development of Russian library are guided by Russian library policy, library laws and regulations. Russian library policies and regulations play a leading, controlling, coordinated and management-oriented role in the development of Russian library undertakings, and are a powerful driving force for the development of Russian library undertakings. Through the study of Russian library policies and regulations, we can understand and understand the overall picture of the development and change of Russian library cause. After the disintegration of the Soviet Union, under the social environment of the political and economic reform of Russia, the fundamental change of the state macro-management policy of the Russian library undertaking is discussed in this paper. The formation of the new management and development mode of library in Russia and the reference significance of various library policies for the development of Russian library, library laws and regulations for the development of library cause in China. First, on the basis of summarizing the characteristics of the Soviet Union's library policies and regulations, this paper evaluates the success or failure of the Soviet Union's library policies and regulations, objectively understands the achievements and shortcomings of the Soviet Union's library undertakings, and reviews and comments on the history. Looking forward to the future of library development, the second is to explore the institutional factors and library cause factors of the transformation from the "centralization" mode to the "decentralization" mode of the Russian National Macro-Library Management Policy. The third is that the development of library in China and Russia is comparable. Through the research on the establishment and implementation of Russian library policies and regulations, this paper sums up some enlightenments to the library legislation of our country. To solve the problems existing in the legislation of library in our country. The full text is divided into 9 parts, except introduction and conclusion, the text is divided into seven chapters. The logical thinking and structure are as follows: starting with the library policies and regulations of the Soviet Union, on the basis of analyzing and evaluating the characteristics of the Soviet library policies and regulations, First of all, it analyzes and reveals the change of the state macro management policy of Russian library after the disintegration of the Soviet Union, analyzes the advantages and disadvantages of the decentralization management policy of the Russian library undertaking, and probes into the establishment of the "state-society" management mode of the Russian library undertaking today. Then, the author discusses the contents of Russian library policy, the status of Russian library legal system construction and library professional activities in the light of the development and changes of Russian library reform after social transformation. Finally, By comparing the development of library cause between China and Russia, the author draws the enlightenment from the establishment and implementation of Russian library policy and law in favor of the development of library cause in China.
