抗战时期陕甘宁边区土地制度研究

【摘要】： 中国历来就是一个农业大国,农业是国民经济的命脉,土地问题是农业问题的核心问题。战争年代,农民是无产阶级最可靠的同盟军,而且是中国革命的主力军；中国革命的成败,和农民有直接关系。因此,中国共产党一向重视解决农村的土地政策问题。农村土地政策的正确与否,关系到我们党的事业的兴衰成败。这是中国共产党在长期实践经验中总结出的基本经验。战争时期如此,和平年代也是这样。 本文以马克思主义为根本指南,本着实事求是的科学态度,通过广泛收集、系统梳理和理性解读中国共产党的农村土地政策史料。从抗战时期陕甘宁边区土地制度的法渊继承、抗战时期陕甘宁边区土地制度、抗战时期陕甘宁边区土地对解放区土地制度的影响三个方面,分析党在各个历史时期的农村土地政策的基本特点,总结党制定农村土地政策的基本经验,从中得出中国共产党土地革命时期土地政策对现时农村土地制度的启示。 历史证明,“得农民者得天下,得土地者的农民”。中国共产党自成立以来就从未停息过对农民土地问题的探析,从大革命时期到抗日战争时期以及解放战争时期,中共产党的土地政策顺应时代要求,取得巨大的胜利,为新中国的成立以及社会主义现代化的建设提供了重要保障。
[Abstract]:China has always been a large agricultural country, agriculture is the lifeblood of the national economy, the land issue is the core of agricultural problems. During the war, the peasants were the most reliable allies of the proletariat and the main force of the Chinese revolution, whose success or failure was directly related to the peasants. Therefore, the Communist Party of China has always attached importance to solving rural land policy issues. Whether the rural land policy is correct or not is related to the success or failure of our party's cause. This is the Communist Party of China in the long-term practical experience summed up the basic experience. This is true in times of war and in times of peace. This paper takes Marxism as the basic guide, in the light of the scientific attitude of seeking truth from facts, systematically combs and rationally interprets the historical data of the rural land policy of the Communist Party of China through extensive collection. From three aspects: the inheritance of the land system of the Shensi-Kansu-Ningxia Border region during the Anti-Japanese War, the land system of the Shensi-Kansu-Ningsia Border region during the Anti-Japanese War, the influence of the land of the Shensi-Kansu-Ningxia Border region on the land system in the liberated areas during the Anti-Japanese War, This paper analyzes the basic characteristics of the Party's rural land policy in various historical periods, sums up the basic experience of the Party in formulating the rural land policy, and draws the enlightenment of the land policy of the Communist Party of China to the present rural land system during the agrarian revolution period of the Communist Party of China. History has proved that "the peasants who have won the world, the peasants who have the land." Since its founding, the Communist Party of China has never ceased to analyze the peasant land problem. From the period of the Great Revolution to the period of the War of Resistance against Japan and the period of the War of Liberation, the land policy of the Communist Party of China has complied with the demands of the times and achieved great victories. It provides an important guarantee for the establishment of new China and the construction of socialist modernization.
