美国联邦学前教育立法演变与当前法律结构分析

【摘要】:美国联邦学前教育法的发展演变,以及联邦政府当前所实施的各项学前教育法及相关项目显示,美国联邦学前教育法发端于社会福利,主要由教育部、卫生和公共服务部两个部门负责实施,其目的是保障社会公平,并以引领改革为发展方向,可以为我国学前教育立法提供有益借鉴。
[Abstract]:The development and evolution of the federal preschool education law in the United States, as well as the various pre-school education laws and related projects currently implemented by the federal government, show that the federal pre-school education law in the United States originated in social welfare, mainly by the Department of Education. The two departments of Health and Human Services are responsible for the implementation, the purpose of which is to ensure social equity, and to lead the reform as the development direction, which can provide useful reference for the legislation of preschool education in China.
