清末民初城市规划与建设管理机构的研究

【摘要】：清末民初正是中国近代化的过程，是中国第一次全面开放、逐渐融入西方主导的资本主义市场体系的过程，与当今席卷全世界的经济全球化过程有着某种程度上相似性。比如：中国近代化的过程是一个外部输入型的、突变型的革命的过程，导致清末民初城市规划建设管理的方式制度的转变以及相应的管理机构变迁，采用了一种自上而下的方式。相对于我国传统的工官体系和工部等管理机构是在皇权体制下的产物，清末民初的城市规划建设管理机构的变迁是逐渐适应市场经济发展需要的过程。就管理职能方面来看，虽然宋代、清代的工部都颁布了《营造法式》、《工程做法则例》这样的官方管理文书，但是据其职能更多是具体的国家工程的直接管理。但是民国以后的内务部主要颁布的《建筑法》等倾向于法规和工程标准、职业标准的制定，以及对于整个建筑行业的管理。因此，，对于清末民初城市规划建设管理机构变迁的研究，对于研究当今城市规划建设管理机构的职能与制度建设具有一定的借鉴意义。
[Abstract]:The end of the Qing Dynasty and the beginning of the Republic of China were the process of modernization of China, which was the first time that China was fully open and gradually integrated into the capitalist market system dominated by the West. It was similar to the process of economic globalization sweeping the whole world to some extent. For example, the process of modernization in China is a revolutionary process of external input and mutation, which led to the transformation of the mode and system of urban planning and construction management in the late Qing Dynasty and the beginning of the Republic of China, as well as the corresponding changes in management institutions. A top-down approach has been adopted. Compared with the traditional management institutions such as the official system and the Ministry of Industry in China, the changes of the urban planning and construction management institutions in the late Qing Dynasty and the early Republic of China were gradually adapted to the needs of the development of the market economy. In terms of management functions, although the Ministry of Industry of the Song Dynasty and the Qing Dynasty all promulgated official management documents such as "Building French style" and "Code of practice of Engineering", according to its functions, it is more the direct management of specific national projects. But after the Republic of China, the Ministry of Internal Affairs mainly promulgated the "Building Law", etc., which tended to the regulations and engineering standards, the establishment of professional standards, as well as the management of the whole construction industry. Therefore, the study on the changes of urban planning and construction management institutions in the late Qing Dynasty and the early Republic of China has a certain reference significance for the study of the functions and system construction of urban planning and construction management institutions.
