我国立法事权的制度立论及其改革之基本原则

【摘要】：立法事权的制度建构既有现有立法修缮的趋势印证,又有我国旧有立法史实的立法样板佐证。立法事权本身蕴涵着深刻的利益因素,是一种政治资源在现实格局中的缩影,能影响国家在地方的产业布局与发展方向,同时也关乎城市的未来格局与定位。立法事权在划定改革中应注重央地分权和地方治理的实际需要和立法权放开的稳步推进,并结合省情考虑各级地方立法事权的侧重。
[Abstract]:The system construction of legislative power not only confirms the current trend of legislative repair, but also proves the legislative model of the historical facts of old legislation in our country. Legislative power itself contains profound benefit factors, which is a microcosm of political resources in reality, which can influence the industrial layout and development direction of the country in local areas, and it also relates to the future pattern and orientation of the city. In the delineation and reform of legislative power, we should pay attention to the actual needs of central-land decentralization and local governance and the steady progress of legislative power liberalization, and consider the emphasis on local legislative power at all levels in the light of provincial conditions.
