立法过程中专家咨询制度的多维面相
[Abstract]:China is in a critical period of building a well-off society in an all-round way. How to respond to the needs of the society effectively, to avoid the mistakes of the legislation, to improve the quality of the legislation, and to enhance the legitimacy of the legislation is the problem that the legislative body must face. The expert consultation system has the multidimensional face, from the point of view of political democracy is the performance of the legislative democracy, from the point of view of scientific decision-making is the guarantee of the legislative science, from the point of view of the rule of law is the legal requirement of the legislation, from the point of view of public governance is the legitimate expectation of the legislation. The multi-dimensional face of the expert consultation system is fully recognized and grasped, and the function and function of the expert consultation system can be fully realized.
