【摘要】：云南省大理州徐村水电站由中国华能集团、华能原材料公司、云南省开发投资有限公司和大理州电力集团共同投资兴建,按照公司法组建大理华能水电有限责任公司作为项目的法人单位,负责电站的筹资、建设、经营和还贷的整个过程.工程全面实行项目法人负责制、招投标制和建设监理制,采取“小公司、大监理”的管理模式,即建设单位主要负责筹资、合同管理、征地移民、重大技术问题及协调参建单位的关系,宏观控制进度、质量、投资,做好生产运行准备工作.监理单位负责承包合同范围内的进度、质量、费用控制、协调和现场管理.在参建各方的共同努力下,工程自1996年12月25日开工至2000年6月29日3台机组全部并网发电,较计划工期提前1
[Abstract]:The Xucun Hydropower Station in Dali Prefecture, Yunnan Province, is jointly invested by China Huaneng Group, Huaneng Raw material Company, Yunnan Province Development and Investment Co., Ltd and Dali Electric Power Group. According to the Company Law, Dali Huaneng Hydropower Co., Ltd. is established as the legal entity of the project, which is responsible for the whole process of financing, construction, management and repayment of the loan of the power station. The system of project legal person responsibility, the system of bidding and construction supervision, and the management mode of "small company and large supervision" are adopted in the project. That is, the construction unit is mainly responsible for financing, contract management, land requisition and emigration, Major technical issues and coordination of units involved in the relationship, macro control progress, quality, investment, preparation for production and operation. The supervision unit is responsible for schedule, quality, cost control, coordination and site management within the scope of the contract. With the joint efforts of all parties involved in the construction, the project began on December 25, 1996 and all three units were connected to the grid on June 29, 2000, one year earlier than the planned construction period.
