破解“矿竭城衰”难题的法律经济学方案

【摘要】：矿产资源型城市在依赖便捷资源获得经济发展与财富积累的同时,无不面临经济社会的不可持续发展与生态灾难问题,资源枯竭时矿产资源型城市似乎难以摆脱资源"瓶颈"而容易陷入衰落。以法律经济学的视角分析,传统经济转型和生态治理的思路已不能适用矿产资源型城市可持续发展的需要,目前的环境资源税费制度也没能发挥遏制环境与资源衰退的作用。生态补偿提供了矿产资源城市可持续发展的一种制度模式,有助于避免"矿竭城衰"的发生,实现矿产资源城市的可持续发展。
[Abstract]:While relying on convenient resources to obtain economic development and wealth accumulation, mineral resource-based cities are faced with the problems of unsustainable economic and social development and ecological disasters. When resources are exhausted, mineral resource-based cities seem to find it difficult to get rid of the "bottleneck" of resources and easily fall into decline. The traditional ideas of economic transformation and ecological governance can no longer meet the needs of the sustainable development of mineral resource-based cities. The current tax and fee system for environmental resources has also failed to contain the decline of environment and resources. Ecological compensation provides an institutional model for the sustainable development of mineral resources cities and helps to avoid the decline of mine exhausted cities. To realize the sustainable development of mineral resources cities.
