中国环境法制建设对环保投资和环保产业的影响

【摘要】：本文回顾了我国30年来环境与资源法制建设的历程,从通过法律确立市场信心和直接引导资金进入环保领域等两个方面分析了环境与资源法制建设对环保投资和环保产业发展的影响,并指出了当前我国环境与资源保护法律在引导环保投资、促进环保产业发展方面的不足及其根源。在此基础上,从立法目标、立法框架、法律制度和法律实施机制等四个方面提出了今后我国环保立法的目标与方向。
[Abstract]:This paper reviews the history of the legal construction of environment and resources in China in the past 30 years. From two aspects of establishing market confidence through law and directly guiding funds into the field of environmental protection, this paper analyzes the impact of the legal construction of environment and resources on environmental protection investment and the development of environmental protection industries. At the same time, the paper points out the deficiency and root causes of the current environmental and resource protection laws in guiding environmental protection investment and promoting the development of environmental protection industry. On this basis, from the legislative objectives, legislative framework, The aim and direction of environmental protection legislation in China are put forward in four aspects: legal system and law enforcement mechanism.
