德国《可再生能源法》的演进及对中国的启示

【摘要】：德国《可再生能源法》是世界可再生能源立法领域的典范。在梳理德国《可再生能源法》演进问题的基础上,从修订的频率、原因、内容和效果等几个角度总结了其在推动和保障可再生能源健康发展中呈现的主要特点。借鉴德国经验,对中国《可再生能源法》的下一步修订工作提出若干建议:回应现实需求,及时修订和完善《可再生能源法》、明确中国《可再生能源法》需要修订的内容、重视对《可再生能源法》实施效果的科学评估。
[Abstract]:Germany's Renewable Energy Act is a model in the field of renewable energy legislation in the world. On the basis of combing the evolution of Germany's Renewable Energy Law, this paper summarizes its main characteristics in promoting and ensuring the healthy development of renewable energy from the angles of frequency, reason, content and effect of revision. Referring to the experience of Germany, this paper puts forward some suggestions for the next revision of China's Renewable Energy Law: to respond to the actual demand, to revise and perfect the Renewable Energy Law in time, and to clarify the contents of the Chinese Renewable Energy Law to be revised. Attach importance to the scientific evaluation of the effect of the implementation of the Renewable Energy Law.
