面向区域的初始水权配置系统模型构建

【摘要】：将流域内不同行政区域作为初始水权配置对象,在构建面向区域的初始水权配置系统、剖析初始水权配置系统内涵与特征基础上,从社会、经济、生态环境及协调发展角度,确定初始水权配置系统的发展目标,提出初始水权配置系统应遵循的基本原则,通过构建各分配原则下的目标满意度函数,建立初始水权配置系统多目标优化模型,实现流域内各行政区域初始水权的合理配置。并结合大凌河流域进行案例分析,将模型配置结果与水利部批复的大凌河流域水量分配方案进行对比分析,验证模型的可行性与实效性。
[Abstract]:Taking different administrative areas in the basin as the initial allocation objects of water rights, based on the analysis of the connotation and characteristics of the initial water rights allocation system, this paper analyzes the social, economic, ecological environment and coordinated development from the perspective of society, economy, ecological environment, and coordinated development, on the basis of constructing the initial water rights allocation system oriented to the region. The development goal of the initial water right allocation system is determined, and the basic principles that the initial water right allocation system should follow are put forward. The multi-objective optimization model of the initial water right allocation system is established by constructing the objective satisfaction function under each distribution principle. Realize the rational allocation of the initial water rights in each administrative region in the basin. Combined with the case study of Daling River Basin, the model configuration results are compared with the water allocation scheme approved by the Ministry of Water Resources to verify the feasibility and effectiveness of the model.
