鄂西生态文化旅游圈立法研究及外国法借鉴

【摘要】：近年来鄂西地区的旅游业发展迅速,已逐渐成为鄂西经济新的增长点。鄂西生态文化旅游圈的提出具有双重目的,既要促进鄂西经济的发展,又要进行生态文化、历史文化的保护和民族文化的传承。加强立法对旅游活动的调控是实现生态文化旅游发展目标的重要保障。本文通过对我国现有生态旅游环境保护的法律规范进行分析,比较和借鉴国外先进立法经验,进一步完善鄂西生态文化旅游圈的法律法规体系。
[Abstract]:In recent years, tourism in western Hubei has developed rapidly and has gradually become a new growth point of economy in western Hubei. The tourism circle of ecological culture in western Hubei has a dual purpose. It is necessary to promote the economic development of western Hubei, and to protect ecological culture, historical culture and national culture. Strengthening the regulation of tourism activities by legislation is an important guarantee to realize the development goal of ecocultural tourism. By analyzing the existing laws and regulations of ecotourism environment protection in our country, this paper compares and draws lessons from foreign advanced legislative experience, and further consummates the laws and regulations system of eco-culture tourism circle in western Hubei.
