关于加强基层水政执法队伍建设的思考

【摘要】：十八大以来,党中央、国务院高度重视水利工作,习总书记提出了"节水优先、空间均衡、系统治理、两手发力"的治水新思路。为实现依法治水,推进民生水利、生态水利、资源水利、工程水利和保障水安全指明了发展方向。而水政执法工作是水务工作中的重要组成部分,承担着健康有序的水环境发展的重要责任。本文针对基层水政执法队伍存在的问题进行分析,从领导重视、制度建设、人才选拔、综合素质提升等方面阐述,进一步加强基层水政执法队伍建设,对促进水利事业新跨越、构建人水和谐社会所具有的重大意义。
[Abstract]:Since the 18th CPC National Congress, the Party Central Committee and the State Council have attached great importance to water conservancy work, and General Secretary Xi has put forward a new idea of "giving priority to water saving, space balance, system management, and exertion with both hands." The development direction of water conservancy, ecological water conservancy, resource water conservancy, engineering water conservancy and ensuring water safety are pointed out. Water administration law enforcement is an important part of water affairs, which is responsible for the healthy and orderly development of water environment. Based on the analysis of the problems existing in the water administration law enforcement team at the grass-roots level, this paper expounds from the following aspects: leadership attention, system construction, talent selection, comprehensive quality improvement, and so on, in order to further strengthen the construction of the water administration law enforcement team at the grass-roots level and promote a new leap forward in the water conservancy cause. It is of great significance to build a harmonious society between human and water.
