我国大学生就业促进制度:现状、困境与路径

【摘要】:我国大学生就业促进制度包括政策和法律。政策上呈现制定主体、表现类型、实施手段等多元化特点,致使其规范性不强,体系性缺乏,作用难以协同;法律上存在立法步伐滞后、内容重原则、操作不易等问题,难以适应就业促进的现实需求。在社会转型期,这使得就业促进制度困境暴露无遗:政策实施机制不力;法律保障机制不足;责任机制尚未形成。诚然,政策和法律都是就业促进的重要手段,但是就业促进政策法制化才是大学生就业促进最根本、最重要的路径选择。
[Abstract]:Our country university student employment promotion system includes the policy and the law. On the policy, there are many characteristics, such as the main body of formulation, the type of expression, the means of implementation and so on, which lead to the lack of standardization, the lack of system, the difficulty of coordination, the lagging of legislative step in law, the emphasis of content on principle, the difficulty of operation, and so on. Difficult to adapt to the actual needs of employment promotion. In the period of social transformation, the predicament of employment promotion system is exposed: the policy implementation mechanism is weak, the legal safeguard mechanism is insufficient, and the responsibility mechanism has not yet been formed. It is true that policy and law are both important means of employment promotion, but the legalization of employment promotion policy is the most fundamental and most important path choice for employment promotion of college students.
