环渤海煤炭港口的竞争力评价研究

【摘要】：环渤海煤炭港口承担着我国下水煤炭中转的重要任务,是我国煤炭能源运输体系中的重要构成。“十二五”期间,环渤海煤炭港口投资力度加大,港口产能快速释放,原来煤炭陆转水运输环节中的港口瓶颈问题得到解决;另一方面,近几年煤炭市场供需形势发生了重要变化,沿海煤炭市场弱势运行,煤炭下水量减少。这两方面因素导致环渤海煤炭港口之间的竞争加剧。适度的竞争有利于促进港口的发展和提升,但由于目前环渤海地区煤炭港口的运营主体有地方、也有央企,行政上隶属关系不同,各港口之间缺乏沟通与合作机制,竞争趋于无序,导致了港口资源浪费和闲置,以及港口整体效益的严重下滑。在国家供给侧改革以及深化国企改革的大背景下,环渤海煤炭港口必须明确自身优劣势,找准定位,才能提升港口效益,破解发展难题。因此,探讨环渤海煤炭港口的竞争力具有十分重要的现实意义。本文首先介绍了研究环渤海煤炭港口竞争力的背景及意义,明确了主要研究内容、研究方法与思路;对港口物流、港口竞争力等概念进行了定义,构成了本文的理论基础;分别从港口竞争力内涵、影响港口竞争力主要因素、港口竞争力评价三个方面归纳了现有研究情况。然后对目前环渤海地区煤炭港口的运营现状进行了介绍。再结合煤炭港口竞争力形成的机理,从港口自然条件及硬件设施、区位因素、运营能力、发展潜力四个方面,分析了影响煤炭港竞争力的若干主要因素。然后,本文建立了煤炭港口竞争力评价模型,利用熵权法和层次分析法对环渤海地区七个主要港口的竞争力进行了评价,得出了竞争力排名。结合评价结果,本文对提高环渤海煤炭港口竞争力提出了策略建议。建议指出,环渤海煤炭港口要注重提高运营管理水平、进一步完善港口功能、拓展供应链增值服务,此外环渤海煤炭港口有必要加快推进港口整合,以提高煤炭港口的整体竞争力。
[Abstract]:Bohai coal port undertakes the important task of coal water transfer in China, is an important component of the coal transport system of energy in our country. The "12th Five-Year" period, Bohai coal port investment increased, the port capacity rapid release, the original land transfer port coal water transport links in the bottleneck problem solved; on the other hand, great changes have taken place in recent years, the coal market supply and demand situation, the coastal coal market vulnerable to run, reduce the amount of coal water. These two factors led to the link between Bohai coal port competition. Moderate competition is conducive to the promotion of the port development and promotion, but due to the current ring coal port area of Bohai is also the operation of the main place. The central enterprises, administrative subordination, lack of communication and cooperation mechanism between each port, competition tends to disorder, resulting in a waste of resources and idle port, and port as a whole A serious decline in efficiency. In the national supply side reform as well as the background of deepening the reform of state-owned enterprises, Bohai coal port must clear their own strengths and weaknesses, identify the location, in order to enhance the efficiency of port, solve development problems. Therefore, study has very important practical significance for Bohai coal ring port competitiveness. This paper firstly introduces the research background and ring of Bohai coal port competitiveness, the main research contents, research methods and ideas; to the port logistics, port competitiveness definition, constitute the theoretical basis of this paper; from the port competitiveness connotation, main factors affecting the competitiveness of the port, the port competitiveness evaluation three aspects summarizes the current research situation and then. Introduces the current situation of Bohai port coal operation ring area. Combined with the formation mechanism of coal port competitiveness, from the port of natural conditions. Parts and hardware facilities, location factors, operation ability, the four aspects of potential development, analyzes the main factors influencing the coal port competitiveness. Then, this paper established the competitiveness evaluation model of coal port, using entropy method and AHP to evaluate the Bohai area seven main port competitiveness, the competitive ranking. According to the results of evaluation, this paper proposes some suggestions to improve the competitiveness of the port.
