【摘要】:2016年是国家“十三五规划”的开局之年,也是全面推进结构性改革的关键一年。在把握内外部形势变化的同时,站在宏观经济调整、社会深度变革、互通互联新时代的起点上,借助新奥平台,全面分析自身存在的优劣势,充分利用战略机遇,主动应对各类挑战,从市场出发,以客户为中心,转变意识,变革行为。以创新的思维与模式,挖掘站点运营潜力,以百倍勇气,克服一切困难,开拓市场。近年来,燃气产业发展迅速,核心城市具有先天竞争优势,气源优先供应,用气单元集中,具有较大的发展潜力,现如今省会城市、特区城市等的燃气项目大多已经瓜分完毕,同时一些规模偏小的城市项目也正在成为不同投资者追逐的对象和热点,然而天然气市场竞争无序,政府监管力度较小,大量的无证经营的黑加气站,严重影响了合规运营加气站的盈利水平。天然气市场竞争方式主要为价格战,行业进入门槛低,缺乏规划布局,导致加气站局部过于集中,且多为私人投资建设,价格竞争严重扰乱了行业竞争秩序。论文首先综述了近年来企业战略管理理论研究进展,随后通过PESTEL方法对新奥燃气所处外部环境(政治环境、经济环境、技术环境、社会文化环境、自然环境、法律法规)和内部环境(公司组织结构、产品营销状况、人力资源状况、财务状况、市场营销状况)进行了分析,接下来通过SWOT分析法分析了新奥燃气所具有的优势,内部劣势,外部可能遇到的机遇与威胁。通过综合分析,确定了保定新奥燃气应使用的竞争战略。最后制定了战略实施细节进行,提出了公司五年发展规划,对每年应完成目标予以明确。列出了战略具体实施过程,及应注意规避的风险,对公司急需的人才建设提出合理化建议,在捉住外部机遇的同时,保证战略的顺利实施。

To grasp the change of internal and external situation at the same time, standing in the macroeconomic adjustment, social change depth, starting point of interconnection of the new era, with the new Austrian platform, a comprehensive analysis of their advantages and disadvantages, fully the use of the strategic opportunity, take the initiative to deal with various challenges, starting from the market, to the customer as the center, to change the attitude, behavior change. By thinking and model innovation, mining site operation potential, with one hundred times the courage to overcome all difficulties, to open up the market. In recent years, the rapid development of gas industry, the core city has inherent competitive advantage source give priority to the supply, centralized gas unit, it has great potential for development, now the capital city, the city gas projects such as most have carved up, and at the same time, some of the small scale city project is also In a different object to investors and hot, but the natural gas market competition and the government supervision is small, a large number of unlicensed black gas station, seriously affecting the compliance operations station profit levels. Competition of natural gas market is mainly the price war, industry, low barriers to entry, lack of planning, leading to local centralized filling stations, and more for the private investment and construction, price competition has seriously disrupted the order of competition in the industry. The paper first reviews the progress of research on the theory of enterprise strategic management in recent years, followed by the PESTEL method of the new Austrian gas external environment (political environment, economic environment, technology environment, social and cultural environment, natural environment, law (regulations) and the internal environment of the company's organizational structure, product marketing, human resources, finance, marketing) is analyzed, followed by SWOT analysis Analysis of the new Austrian gas has the advantage of internal weaknesses, external opportunities and threats that may be encountered. Through comprehensive analysis, to determine the Baoding Xinao Gas should be used in the competitive strategy. Finally the strategic implementation details, the company's five year development plan, for each year should be clear. The target list the strategy implementation process, and should pay attention to avoid the risk, put forward reasonable suggestions on the construction of talent in urgent need of the company, in the catch of external opportunities at the same time, to ensure the smooth implementation of the strategy.
