恩施州生态工业发展政策的优化研究

【摘要】：恩施州是全国最年轻的少数民族自治州,由于恩施州发展基础薄弱、经济总量偏低、人均水平低与全国的平均水平以及小康程度低等的因素,脱贫攻坚任重道远。因此,恩施州想要达到全国平均水平,实现与全国的同步小康,必须结合自身发展的实际以及恩施州所具有的各种生态优势,发展生态工业,生态工业也是恩施州发展经济的最佳路径选择。自2010年以来,恩施州在习近平总书记系列重要讲话精神的基础上,制定了一系列发展生态工业的政策措施,为恩施州生态工业发展,生态工业园区建设、生态工业发展转型等都创造了有利的政策环境。但是恩施州目前的生态工业发展与生态工业政策之间的矛盾关系突出,而现阶段政策对需求的满足程度如何,也是我们密切关注的问题,本研究从整体上以恩施州生态工业发展的政策文本为研究对象对政策现状进行分析,希望能够找出恩施州生态工业发展政策的优化路径。本文的基本思路是运用文献研究法、案例分析法、实地调查法、总结和归纳法等研究方法,从恩施州政策文本的分析为基础,以恩施州生态工业发展现状为载体,以恩施州生态工业发展政策的现状、问题、原因为突破口,对恩施州生态工业发展政策取得的成效进行透析,并通过相关政策的梳理以及国内外生态工业发展政策的借鉴提出恩施州生态工业发展政策的优化策略,从政策优化角度提出总体构想和具体建议。本文的主要内容本研究在结构上分为七个大的部分:绪论,核心概念和相关理论,政策的聚焦,现状、问题、原因分析,国内经典案例政策借鉴,优化策略,研究结论与展望。具体包括第一章绪论。介绍了本文的研究背景和研究意义、相关内容的国内外文献综述、本文的研究思路与方法、本文的内容与可能创新之处、最后一节是本文的技术路线图;第二章核心概念与理论基础。对本文的核心概念进行界定,对本文可能用到的理论作了介绍;第三章恩施州生态工业发展现状以及政策文本的梳理;第四章恩施州生态工业发展政策存在的问题与原因分析;第五章恩施州生态工业发展政策的经验借鉴。选择生态工业发展较好的丽水市和贵港市生态工业发展政策的经验借鉴;第六章恩施州生态工业发展政策的优化策略。对恩施州生态工业发展政策的优化提出总体构想,总结出恩施州生态工业发展政策的优化的具体建议。第七章结论。本文的结论是在我国“五位一体”总体布局的大背景下,生态文明理念已融入各个产业,各级政府开始为生态工业发展提供政策支持。从政策供给现状看,恩施州关于生态工业发展的政策不容乐观,其覆盖面窄,究其原因,主要是由于政策的构建方式与运行机制存在问题,而且政策实施的社会经济环境发生了变化,受到传统工业的影响,政策的推行和保障遇到诸多障碍。政策实施效率的降低,直接影响着恩施州生态工业相关政策发挥的效果。在政策改进方面,恩施州政府需要增加对生态工业财税政策的投入、加大政策支持覆。同时,恩施州生态工业发展政策会受到内部和外部因素的深刻影响,政策之间否协调又直接影响到政策效果。因此笔者得出结论:迫切需要优化恩施州现有的生态工业发展政策,以改进政策系统的整体效果,进一步满足恩施州生态工业发展的基本政策需求。本文的可能创新之处有两点,一是本文对恩施州生态工业发展政策与国内外生态工业发展较好地区的政策进行比较分析。以现有的关于生态工业发展政策文本为依据,通过分析对恩施州发展生态工业的政策的优化分析作为参考和借鉴依据。分析存在的问题,对进一步发展好恩施州的生态工业提出总体构想和具体优化建议。二是本文选用了恩施州生态工业发展政策研究视角。当前形势,生态文明建设再次成为热点。要实现我国第一个百年目标,全面建成小康社会,需要民族偏远地区,生态脆弱的山区发展生态经济。恩施州的特殊地理位置和区位环境特点,要实现本地区GDP的健康增长,也必须借鉴和发展生态经济,在恩施州工业发展基础薄弱的条件下,生态工业是该地区工业进一步发展的必然选择,因此本研究选择生态工业发展政策为研究视角,对本地区的可持续发展具有理论和实践两方面的指导意义。
