技术贸易壁垒对我国纺织出口贸易的影响研究

【摘要】：随着经济全球化进一步加强,国与国之间的竞争日益激烈,中国作为纺织出口大国,一方面承受着印度、越南等国的同业竞争,另一方面面临着各国的贸易保护主义的压力,在贸易保护行为中,技术贸易壁垒凭借自身合法性、隐蔽性、双重性、灵活性等特点备受青睐。面对发达国家和发展中国家设置的种种技术性贸易壁垒,中国作为一个纺织出口大国,应当熟知自身所处的环境,在承认技术贸易壁垒的前提下,深入研究。本文共五个部分,首先对前人的研究进行了梳理,认识了技术贸易壁垒的含义、Qg容、特点以及中国出口贸易遭遇技术贸易壁垒的原因,随后总结了技术贸易壁垒对纺织出口的影响以及应对技术贸易壁垒的措施。其次,从理论上分析技术贸易壁垒产生的原因,从前人的研究上,总结出目前技术贸易壁垒的量化指标以及测量TBT贸易效应的方法,从理论上分析技术贸易壁垒的作用机制以及TBT对出口国的经济效应。随后,描述了纺织业出口贸易的现状,主要分析了出口产品类型以及主要出口市场。结合中国TBT研究中心提供有关技术贸易壁垒的分析报告,从全球和主要出口市场两个角度分析纺织出口贸易遭遇技术贸易壁垒的现状;在总结现状的同时,得出了纺织业遭遇技术贸易壁垒的新特点,如儿童服装的出口是进口国关注的重要对象,技术贸易壁垒的扩散效应日益明显等。第四部分,从实证角度对提出的假说进行验证,首先以美国、日本、英国、法国、德国等国对中国纺织产品的进口额与设置的技术贸易壁垒,分析技术贸易壁垒和纺织出口贸易的关系,随后论证了不同类型的纺织产品出口总额与技术贸易壁垒的关系,比较技术贸易壁垒对它们的影响。第五部分根据上文的现状描述、原因分析及实证结果,从政府、行业、企业的角度提出建议。本文主要的研究结论是:1)技术贸易壁垒具有双重性,在短期,技术贸易壁垒与纺织出口贸易存在负相关,在长期,技术贸易壁垒与出口贸易存在正相关;2)技术贸易壁垒对不同类型的纺织出口产品的出口影响力不同,对服装出口的影响大于对纺织原料、织物纺织品的影响。本文的创新之处,在于实证研究,本文的实证分析中将时间维度划分为长期和中短期,分别做实证分析,并且将纺织产品细分三大类,进行对比分析,使实证分析更加深入。除此之外,本文结合现状描述,提出与纺织相关的技术贸易壁垒呈现的几点新特征。
[Abstract]:With the further strengthening of economic globalization and the increasingly fierce competition between countries, China, as a major textile exporter, is suffering from peer competition from India, Vietnam and other countries on the one hand, and is facing the pressure of trade protectionism from various countries on the other. In the course of trade protection, technical trade barriers are favored by their own legitimacy, concealment, duality, flexibility, etc. In the face of various technical barriers to trade set up by developed and developing countries, China, as a textile exporting country, should know its own environment well, under the premise of recognizing the technical trade barrier, deeply research. This article has five parts, first, has carried on the combing to the predecessor's research, The meaning and characteristics of technical trade barriers and the reasons why China's export trade encounters technical trade barriers are understood. Then, the influence of technical trade barriers on textile exports and the measures to deal with technical trade barriers are summarized. Secondly, From the theoretical analysis of the causes of technical barriers to trade, previous studies, summed up the current quantitative indicators of technical barriers to trade and the method of measuring the trade effects of TBT. This paper theoretically analyzes the mechanism of technical barriers to trade and the economic effects of TBT on exporting countries. Then, it describes the current situation of export trade in textile industry. This paper mainly analyzes the types of export products and the main export markets. In conjunction with the TBT Research Center of China, it provides an analytical report on technical barriers to trade. This paper analyzes the current situation of textile export trade encountered with technical trade barriers from the perspective of global and major export markets, and concludes the new characteristics of textile trade encountered by technical trade barriers while summing up the present situation. For example, the export of children's clothing is an important object of concern to importing countries, and the diffusion effect of technical barriers to trade is becoming increasingly obvious. Part 4th, from an empirical point of view, verifies the hypothesis put forward, first of all with the United States, Japan, Britain, France, Germany and other countries have analyzed the relationship between technical trade barriers and textile export trade, and then demonstrated the relationship between the total export volume of different types of textile products and technical trade barriers. Comparing the impact of technical barriers to trade on them. 5th part according to the above description of the current situation, cause analysis and empirical results, from the government, industry, The main conclusion of this paper is: (1) Technical barriers to trade have duality. In the short term, there is a negative correlation between technical trade barriers and textile export trade, and in the long run, there is a negative correlation between technical trade barriers and textile export trade. There is a positive correlation between technical barriers to trade and export trade. 2) Technical barriers to trade have different effects on the export of different types of textile exports, and the impact on garment exports is greater than on textile raw materials and textile fabrics. In the empirical research, the time dimension is divided into long-term and short-term, respectively, and the textile products are divided into three categories, which make the empirical analysis more in-depth. Based on the description of the present situation, this paper puts forward some new features of technical barriers to trade related to textiles.
