4M-C-I视角下的煤矿本质安全评价研究

【摘要】:煤炭是我国的基础能源,这一现状在可预见的几十年内仍将得到保持,受我国地质开采条件限制,当前我国煤炭行业事故频发,这也引起了国家和社会的高度关注。多年来,我国在相继出台一些法律法规的基础上,采取了各种措施来进行强制落实,有效改善了煤矿安全现状,使得煤矿总体安全形势趋于稳定。然而与发达国家相比,仍存在着很大的差距。"零伤亡,零事故"的煤矿本质安全理念的提出就是为了从本质上减少煤矿安全生产事故的发生,但是由于煤矿危险源分布广泛且较为复杂,所以我国煤矿本质安全建设总是存在各种各样的问题。积极开展煤矿本质安全评价,努力避免不必要的损失,是保证煤矿持续、稳定生产的迫切要求。本文首先对传统的事故致因理论进行分析,并结合煤矿实际生产情况建立了我国煤矿事故致因模型,在传统的"人-机-环-管"基础上进行深刻挖掘,得出安全文化以及安全信息也是影响煤矿本质安全的重要因素。于是通过增添文化和信息两个要素构建了影响煤矿本质安全的"4M-C-I"体系,并对目前我国煤矿生产中的人员失误、物的缺陷、环境缺陷、管理缺陷、文化缺陷以及信息缺陷的原因进行分析,得出了这六个维度中影响煤矿本质安全的影响因素。其次,在对煤矿本质安全影响因素分析的基础上,构建了煤矿本质安全评价指标体系,其中一级指标6个,二级指标23个,三级指标74个。首先在邀请专家对指标进行打分的基础上,采用层次分析法来确定指标体系中各个指标的权重,然后构造两两判断矩阵,将指标体系中较为复杂的因素进行定量化处理。最后根据基于多级模糊综合评价建立的煤矿本质安全评价模型对司马煤矿进行实例分析,得出了司马煤矿在本质安全建设方面属于Ⅵ级,级别为较好,并在评价基础上针对司马煤矿在本质安全建设中存在的问题从人、物、环境、管理、文化和信息六个方面提出了针对性的改进建议。
[Abstract]:Coal is the basic energy of our country, and this status quo will be maintained in the foreseeable decades. Restricted by the conditions of geological exploitation in our country, the accidents of coal industry in our country are frequent at present, which has also aroused the high attention of the country and the society for many years. On the basis of introducing some laws and regulations one after another, our country has taken various measures to carry out the enforcement, which has effectively improved the present situation of coal mine safety and made the overall safety situation of coal mine tend to be stable. However, compared with the developed countries, There is still a big gap. The idea of "zero casualties, zero accidents" is put forward in order to reduce the occurrence of coal mine safety accidents in essence, but because of the wide distribution of coal mine risk sources and more complex, Therefore, there are always various problems in the construction of the essential safety of coal mines in China. To actively carry out the evaluation of the essential safety of coal mines and to strive to avoid unnecessary losses is to ensure the continuity of coal mines. This paper first analyzes the traditional theory of accident cause, and establishes the coal mine accident cause model of our country combined with the actual production situation of coal mine, and deeply excavates on the basis of the traditional "man-machine-ring pipe". It is concluded that safety culture and safety information are also the important factors that affect the essential safety of coal mines. Therefore, by adding two elements of culture and information, the "4M-C-I" system affecting the essential safety of coal mines is constructed, and the personnel mistakes in the production of coal mines in our country are also made. Based on the analysis of the causes of material defects, environmental defects, management defects, cultural defects and information defects, the factors that affect the essential safety of coal mines in these six dimensions are obtained. Secondly, Based on the analysis of the influencing factors of coal mine essential safety, the evaluation index system of coal mine essential safety is constructed, which includes 6 first-grade indexes, 23 second-class indexes and 74 third-grade indexes. Firstly, experts are invited to score the indicators. AHP is used to determine the weight of each index in the index system, and then a pairwise judgment matrix is constructed. The more complicated factors in the index system are treated quantitatively. Finally, the example of Sima coal mine is analyzed according to the evaluation model of coal mine essential safety based on multilevel fuzzy comprehensive evaluation. It is concluded that Sima coal mine belongs to grade VI in the construction of essential safety, and the grade is good. On the basis of evaluation, the problems existing in the construction of essential safety in Sima coal mine are analyzed from human, material, environment and management. Six aspects of culture and information put forward targeted suggestions for improvement.
