网络瓶颈、策略性行为与管网公平开放——基于油气产业的研究

【摘要】：随着油气产业市场化改革的深入和PPP项目的不断推广,其上下游环节的竞争企业数量日益增多,而目前中国绝大部分主干油气管网及其支线仍由三大油气巨头与省级管网公司垄断经营,竞争企业必须接入它们的管网才能向用户提供产品或服务。在这种市场结构下,油气管网的接入问题日益突出,竞争企业对管网公平开放的需求也日益凸显。本文以油气产业的网络瓶颈为切入口,分析在管网接入过程中网络瓶颈、策略性行为与管网公平开放的关系,重点分析管网企业基于网络瓶颈的策略性行为。研究表明:当管网开放政策对管网的无歧视开放缺乏强制性时,管网企业有强烈动机采取遏制接入的策略性行为;管网企业有可能通过提高管网接入价格来排斥竞争企业,只有当管网接入价格提高到足以削弱竞争企业成本优势的水平时,它们才会容纳竞争企业的接入;在管网接入价格被管制时,管网企业还有可能通过选择对自己有利而对竞争企业不利的接入条件等途径隐性提高竞争企业成本;垂直一体化的管网企业还有可能通过交叉补贴行为来排斥竞争企业。基于此,本文提出以促进管网公平开放为导向的管制政策,即加快油气管网公平开放的法规建设,推进油气管网独立运营,设立专业性的油气管制机构以及构建激励性的油气管网接入定价机制。
[Abstract]:At present, most of the major oil and gas networks and their branches in China are still monopolized by the three major oil and gas giants and provincial pipeline companies. Competition enterprises must access their pipelines to provide products or services to customers.Under this market structure, the access problem of oil and gas pipeline network is becoming more and more prominent, and the demand for fair and open pipeline network by competitive enterprises is also increasingly prominent.Taking the network bottleneck of the oil and gas industry as the entry point, this paper analyzes the relationship between the network bottleneck, strategic behavior and the fairness and openness of the pipeline network in the process of network access, and focuses on the strategic behavior of the pipeline enterprises based on the network bottleneck.Only when the access price of the pipe network is raised to a level that weakens the cost advantage of the competitive enterprise will they accommodate the access of the competing enterprise; when the price of the pipe network access is regulated,Pipeline network enterprises may also increase the cost of competitive enterprises by choosing the access conditions that are advantageous to them but unfavorable to the competitive enterprises, and the vertical integrated pipe network enterprises may exclude the competitive enterprises by cross-subsidizing behavior.Based on this, this paper puts forward the regulation policy of promoting the fair and open of the pipeline network, that is, speeding up the construction of the laws and regulations of the fair opening of the oil and gas pipeline network, and promoting the independent operation of the oil and gas pipeline networkEstablish professional oil and gas regulatory agencies and build incentive oil and gas pipe network access pricing mechanism.
