政策工具视角的中国煤炭资源安全绿色高效开发政策量化研究

【摘要】：煤炭资源安全绿色高效开发是实现中国煤炭产业转型升级的关键路径之一。从政策工具分型和政策机制结合的视角构建了中国煤炭资源安全绿色高效开发政策工具分析框架,通过内容分析、政策工具编码、频数统计、结果分析等步骤,解析了我国煤炭资源安全绿色高效开发相关政策。研究结果表明,中国煤炭产业政策存在显著的政策类型结构失衡、政策工具多元化不足和政策机制单一问题。针对存在的问题,提出了我国煤炭资源安全绿色高效开发政策优化建议。
[Abstract]:The safe, green and efficient exploitation of coal resources is one of the key ways to realize the transformation and upgrading of China's coal industry. From the perspective of the combination of policy tool classification and policy mechanism, this paper constructs a policy tool analysis framework for the safe, green and efficient development of coal resources in China. Through the steps of content analysis, policy tool coding, frequency statistics and result analysis, etc. This paper analyzes the policies related to the safe, green and efficient development of coal resources in China. The results show that China's coal industry policy has obvious imbalance of policy type structure, insufficient diversification of policy tools and single policy mechanism. In view of the existing problems, the paper puts forward the policy optimization suggestions for the safe, green and efficient exploitation of coal resources in China.
