我国建筑业及其细分产业产能利用水平与转移路径研究

【摘要】:作为国民经济的重要支柱产业,我国建筑业近年来发展增速逐步放缓,新签合同额增速连年下降,行业利润率增长缓慢,亏损企业比重及数量不断增加,业内竞争愈发激烈。但是,我国建筑业的生产与经营规模仍在不断扩大,建筑企业数量及从业人员数量等均在持续增加,产业营造能力不断上升。在这种环境下,我国建筑业市场供需结构是否平衡、是否存在产能过剩等问题成为行内外关注热点。分析行业产能利用水平发展现状及行业市场结构,挖掘制约行业发展的症结所在,对建筑产业可持续稳定发展意义重大。本文通过选取17个产能利用水平评价指标,构建我国建筑业产能利用评价体系,并基于物元可拓理论建立产能利用水平测度模型,对2000-2014年我国建筑业的产能利用水平进行了实证分析。为进一步研究行业内部产能利用发展状态,本文基于产能利用水平测度模型,分析近10年我国房屋建筑业、土木建筑业等细分产业的产能利用情况。模型测度结果表明,我国建筑业目前已经进入严重过剩阶段,其中房屋建筑工程业与建筑安装业产能显著过剩,土木工程建筑业产能严重过剩,土木建筑业中的铁路工程等子行业产能利用水平有所差异。据此结果,提出我国建筑业发展方向的有关建议,包括延伸产业链、推进供给侧改革、细化产业分工、开拓国际市场等。随着我国政府推进国际产能合作力度的不断加大,国际建筑业市场成为消纳我国建筑业过剩产能的重点路径。因此,通过分析国际建筑业市场布局及我国建筑业对外工程承包业务的发展现状,研究面向国际市场的建筑业产能转移路径,分析亚-中东欧热点市场、非洲传统市场与拉美等新兴市场的产能转移重点国别与业务领域。最后,分析典型建筑子产业高速铁路项目的主要成就与成功经验,对其他建筑细分产业发展有一定借鉴作用。本文研究成果可帮助建筑业及其细分产业把握产能利用发展现状,促进建筑产业转型升级,为国家制定产业发展战略、企业转移过剩产能及开拓海外市场提供参考。
[Abstract]:As an important pillar industry of national economy, the growth rate of Chinese construction industry has slowed down gradually in recent years. However, the scale of production and management of construction industry in China is still expanding, the number of construction enterprises and the number of employees continue to increase, and the construction ability of industry is constantly rising. In this environment, whether the supply and demand structure of construction market is balanced or not, and whether there is overcapacity has become a hot spot both inside and outside the industry. It is of great significance for the sustainable and stable development of construction industry to analyze the present situation of industry capacity utilization level and the structure of industry market and dig out the crux of restricting the development of industry. In this paper, the evaluation system of productivity utilization of construction industry in China is constructed by selecting 17 evaluation indexes of productivity utilization level, and the measurement model of productivity utilization level is established based on matter-element extension theory. This paper makes an empirical analysis on the production capacity utilization level of China's construction industry from 2000 to 2014. In order to further study the development state of productivity utilization within the industry, this paper analyzes the production capacity utilization of China's housing construction, civil construction and other subdivision industries in the past 10 years based on the productivity utilization level measurement model. The results of model measurement show that China's construction industry has entered a serious surplus stage at present, in which the building engineering industry and the construction and installation industry have significant overcapacity, and the civil engineering construction industry has serious overcapacity. The capacity utilization level of railway engineering and other sub-industries in civil construction industry is different. Based on the results, some suggestions on the development direction of China's construction industry are put forward, including extending the industrial chain, promoting supply-side reform, refining industrial division of labor, and opening up international markets, etc. With the increasing cooperation of international production capacity, the international construction market has become the key way to absorb the excess capacity of Chinese construction industry. Therefore, by analyzing the market layout of international construction industry and the current situation of the development of China's construction industry's external engineering contracting business, this paper studies the path of construction capacity transfer facing the international market, and analyzes the hot spot markets in Asia, Central and Eastern Europe. Traditional African markets and emerging markets such as Latin America focus on countries and areas of business. Finally, the main achievements and successful experiences of typical construction sub-industry high-speed railway projects are analyzed, which can be used for reference to the development of other building subdivision industries. The research results of this paper can help the construction industry and its subdivision industries to grasp the current situation of capacity utilization and development, promote the transformation and upgrading of the construction industry, and provide a reference for the country to formulate industrial development strategies, to transfer excess production capacity and to open up overseas markets.
