刍议蓝色经济政府投资绩效评价

【摘要】：实施蓝色经济战略必须加强政府投资绩效评价,要对政府投资使用效率、效果进行评价。加强政府投资项目绩效评价能有效提升政府发展蓝色经济的管理职能,客观上有效促进绩效评价在蓝色经济建设中的普遍应用。在构建蓝色经济政府投资绩效评价指标时,应重视指标体系的设计和选择。将评价指标体系分成一个属性层和两个指标层。属性层为绩效评价的顶层,顶层指标名称的定义依赖于属性层的内涵和理论推导结果;第二层指标由能计算出的具体结果和根据经验总结的定性结论两部分组成。
[Abstract]:To implement the blue economic strategy, we must strengthen the evaluation of government investment performance, evaluate the efficiency and effect of government investment, and strengthen the performance evaluation of government investment projects, which can effectively enhance the management function of government to develop blue economy. Objectively and effectively promote the general application of performance evaluation in blue economic construction. In the construction of blue economic government investment performance evaluation indicators. The evaluation index system should be divided into one attribute layer and two index layers. The attribute layer is the top level of performance evaluation. The definition of top-level index name depends on the connotation of attribute layer and theoretical derivation. The second index consists of two parts: the concrete result which can be calculated and the qualitative conclusion summarized according to experience.
