以学生为本:大学财务预算工作的核心价值——以加州大学运营预算为例

【摘要】:美国加州大学致力于为加州居民提供可获得、可负担和高品质的教育,并倚靠卓越的教育学术促进学生的全面发展及本州的经济社会发展。依据这一办学理念和宗旨,加州大学在运营预算及办学资源配置中充分落实了以学生为本的技术要求和价值准则,确保大学对合格生源的持续扩招、对学生收费的相对稳定、对贫困学生的有力资助、对学生的全面照护和对人才培养的高度倚重。我国大学应借鉴以学生为本的办学取向,从办学资源配置和实际办学行动上有效落实,并切实回应外界的合理关切与监督诉求。
[Abstract]:The University of California is committed to providing California residents with an accessible, affordable and high-quality education, and relies on excellent educational learning to promote the overall development of students and the economic and social development of the state. According to this idea and purpose, the University of California has fully implemented the student-oriented technical requirements and value criteria in the operating budget and the allocation of school resources to ensure that the university continues to expand its enrollment of qualified students, and charges students relatively stable. Poor students have the ability to subsidize, the overall care of students and highly dependent on talent training. Universities in our country should learn from the orientation of student-oriented education, effectively implement the allocation of school resources and the actual operation of running a school, and respond to the reasonable concern and supervision demands of the outside world.
