B民办高校融资问题研究

【摘要】：20世纪80年代以来,我国民办高等教育经历了从无到有的过程。截至2015年底,我国民办普通高等学校共有734所(含独立学院275所),比上年增加6所;招生177.97万人,比上年增加5.01万人;在校生610.90万人,比上年增加23.75万人。其中,硕士研究生在校生509人,本科在校生383.33万人,高职(专科)在校生227.52万人;另有自考助学班学生、预科生、进修及培训学生31.53万人。民办的其他高等教育机构813所,各类注册学生77.74万人。另外,还有其他民办培训机构2.01万所,898.66万人次接受了培训。民办高校占据了我国普通高等教育的三分之一的份额,成为了我国高等教育不可或缺的中坚力量。本文从影响民办高校发展的融资问题入手,经过对目前国内外有关民办高校融资的研究成果进行分析发现,国内外相关研究成果多集中在理论研究方面,缺乏有代表性的实践案例;国内的相关研究大部分是在2010年以前,对当前我国在民办高等教育方面出现的新情况和新政策较少涉及;现存的研究所提出的融资解决思路有的并不具备可操作性,有的没有考虑到目前高等教育生源萎缩,规模不断缩小的事实,不具有可行性。北京市作为中国政治、经济、文化中心,其民办高校的发展有一定的特殊性,本文选取北京市的一所民办高校融资问题展开调查研究,把民办高校的融资问题放在京津冀一体化、北京市以及国家教育改革和发展“十三五”规划的大背景下来研究,具有重要的现实意义和借鉴作用。文章采用文献分析和案例分析相结合的方法,从民办高校融资的文献入手,系统地分析了目前存在的文献的不足之处;对全国民办高校融资的整体状况以及北京市的民办高校融资状况进行了认真细致的梳理和分析;对B民办高校的融资情况展开案例分析,在对该校目前的融资方式和融资情况进行分析研究的基础上,对其今后应采取的融资方式进行了大胆的建议和预测,从B民办高校内部融资和外部融资两个方面给出了诸如开展出国留学服务,树立品牌意识、打造精品专业、争取政策支持等具体措施,这些措施都是基于B民办高校所在的外部环境而提出的,具有北京特色。综合以上分析并结合北京市民办高校的实际情况,本文得出了以下结论:即民办高校走传统的追求规模化的发展模式已经难以为继。随着国家教育改革与发展“十三五”规划的出台、《民办教育促进法》的修订和实施以及国家对民办高校的分类管理和对举办者的保护措施的落地,政府对民办高校的扶持力度也会进一步加大,这些都会促进我国民办高校向着良性发展的方向迈进,我国民办高校乃至整个民办教育发展的春天已经来临,民办高校理应迎难而上、抓住机遇、开拓进取、理清发展思路,走出各具特色的品牌之路。
[Abstract]:Since the 1980's, private higher education in China has experienced a process from scratch to existence. By the end of 2015, there were 734 private colleges and universities in China (including 275 independent colleges, 6 more than the previous year); 1.7797 million students, 50100 more than the previous year; and 6.109 million students, 237500 more than the previous year. Among them, there are 509 graduate students, 3.8333 million undergraduate students, 2.2752 million students in higher vocational colleges and 315300 students in self-study, matriculation, advanced education and training. Private-run other higher education institutions 813, all kinds of registered students 777400. In addition, there are other private training institutions 20100, 8.9866 million people received training. Private colleges and universities account for 1/3 of the general higher education in our country and become the indispensable backbone of higher education in our country. This paper begins with the financing problems that affect the development of private colleges and universities, through the analysis of the current domestic and foreign research results on private university financing, found that most of the relevant research results at home and abroad focus on theoretical research. Lack of representative practical cases; most of the domestic research before 2010, to the current private higher education in our country in the new situation and new policies are less involved; Some of the existing financial solutions proposed by the Institute are not operable, and some do not take into account the fact that the number of students in higher education is shrinking and the scale is shrinking, which is not feasible. As the political, economic and cultural center of China, Beijing has its own particularity in the development of private colleges and universities. This paper selects a private university in Beijing to carry out an investigation and study on the issue of financing. It is of great practical significance and reference to study the financing problems of private colleges and universities under the background of the integration of Beijing, Tianjin and Hebei, Beijing and the 13th Five-Year Plan of the National Education Reform and Development. This paper uses the method of literature analysis and case analysis, starting with the literature of private colleges and universities, systematically analyzes the existing deficiencies of the literature; This paper makes a careful analysis of the overall financing situation of private colleges and universities in China and the financing situation of private universities in Beijing, and carries out a case study on the financing situation of private colleges and universities. On the basis of the analysis and study of the current financing methods and the financing situation of the school, the paper makes bold suggestions and forecasts on the financing methods it should adopt in the future. From two aspects of internal and external financing of private colleges and universities, the paper gives some concrete measures, such as carrying out the service of studying abroad, establishing brand awareness, building high-quality specialty, and striving for policy support, etc. These measures are based on the external environment of B-run colleges and universities, with Beijing characteristics. Based on the above analysis and the actual situation of private universities in Beijing, this paper draws the following conclusions: the traditional development mode of pursuing scale in private colleges and universities has been difficult to continue. With the promulgation of the 13th Five-Year Plan of the National Education Reform and Development, the revision and implementation of the Law on the Promotion of Private Education, as well as the state's classified management of private colleges and universities and the protection measures for the organizers, The government's support for private universities will also be further increased, which will promote the development of private colleges and universities in our country in the direction of healthy development. The spring of the development of private colleges and universities in China and the whole private education has come. Private colleges and universities should face the difficulties, seize the opportunity, forge ahead, clear the way of development, and walk out the road of brand with their own characteristics.
