高校科研经费管理的薄弱环节与对策

【摘要】：近年来,随着国家科研政策的调整和科研经费的逐年增长,高校科研队伍日益发展壮大起来,逐渐受到各级管理部门和各届相关人士的高度重视,高效率使用科研经费与产出高水平可转化的科研成果,是高校寻求发展的重要途径,高校科研经费合理而科学的使用是实现这一目标的保证。针对高校科研经费管理工作中存在的政策理解不透、经费预算管理非专业化、经费使用过程缺少监督管理、重复购置大型仪器设备造成有效科研资金的浪费等薄弱环节,建议以多种方式大力宣传解读新政策,科研经费预算与仪器设备购置实现智能化管理,多部门同步参与经费管理,以改进现行科研经费管理中的薄弱环节,提高科研经费的投入与产出比例。
[Abstract]:In recent years, with the adjustment of national scientific research policy and the increase of scientific research funds, the scientific research team of colleges and universities has been increasingly developed and strengthened, and has gradually been attached great importance to by the management departments at all levels and the relevant people in various sessions. It is an important way for colleges and universities to seek for the development of scientific research achievements which can be transformed with high level of scientific research funds and output with high efficiency. The reasonable and scientific use of scientific research funds in colleges and universities is the guarantee to achieve this goal. In view of the weak links in the management of scientific research funds in colleges and universities, such as unclear policy understanding, non-specialized budget management, lack of supervision and management in the process of using funds, repeated acquisition of large-scale instruments and equipment, waste of effective scientific research funds, etc. It is suggested that the new policy should be propagandized and interpreted in many ways, that the budget of scientific research should be managed intelligently with the purchase of instruments and equipment, and that various departments should participate in the management of funds simultaneously, so as to improve the weak links in the current management of scientific research funds. We will increase the ratio of input to output of scientific research funds.
