新形势下我国中央银行预算管理的风险及应对

【摘要】：在内外部监督日益强化的新形势下,对我国中央银行财务预算管理工作提出了更高的要求。本文结合近些年内外部审计检查在人民银行预算管理中发现的问题情况,从规范性、科学性、绩效性等角度出发分析了人民银行预算管理中存在的问题及风险,并在借鉴美国、德国、巴西、日本等国家央行预算管理体制经验做法的基础上,提出了完善预算管理制度、调整预算管理模式、强化成本控制、重视审计整改等改进人民银行预算管理的建议。
[Abstract]:Under the new situation of internal and external supervision, higher requirements are put forward for the financial budget management of the Central Bank of China. This paper analyzes the problems and risks existing in the budget management of the people's Bank of China from the perspectives of standardization, science and performance, in the light of the problems found in the budget management of the people's Bank of China by the internal external audit inspection in recent years, and draws lessons from the United States. On the basis of the experience and practice of the budget management system of the central banks of Germany, Brazil and Japan, this paper puts forward some suggestions for improving the budget management of the people's Bank of China, such as perfecting the budget management system, adjusting the budget management mode, strengthening the cost control, paying attention to the audit rectification and so on.
