公务结算数据化风险控制研究

【摘要】：公务结算数据化是公务活动的财务报销采用卡式实名流转的一种财务创新模式。企业节约化理念的盛行是公务结算数据化产生的原始动机;事业管理精益化是公务结算数据化产生的次生元素;行政文化的生态化转型是公务结算数据化产生的外在动力。公务结算数据化的潜在和现实风险有:因实名消费而产生的风险;因透支而产生的资金风险;因公务卡丢失而产生的价值风险;因财务报销滞后而产生的职工利益损失等。只有充分利用Forti Gate防火墙技术、data curation技术、云计算技术、蚁群算法等技术,才能有效控制公务结算数据化产生的各种风险。
[Abstract]:The digitization of official settlement is a kind of financial innovation mode which adopts card real name circulation for financial reimbursement of official activities. The prevalence of the idea of enterprise economy is the original motive of the production of official settlement data; the lean business management is the secondary element of the official settlement data generation; the ecological transformation of administrative culture is the external motive force of the official settlement data production. The potential and realistic risks of the digitization of official settlement include: the risk caused by real name consumption; the capital risk caused by overdraft; the value risk caused by the loss of official business card; and the loss of workers' interests due to the lag of financial reimbursement and so on. Only by making full use of Forti Gate firewall technology, data curation technology, cloud computing technology, ant colony algorithm and so on, can we effectively control all kinds of risks caused by the digitization of official settlement.
