论民办高校财务预算绩效管理

【摘要】：随着高等教育市场竞争的日趋激烈,民办高校正面临着艰巨的挑战,完善高校绩效管理制度和加强财务预算管理工作显得日益重要。通过对民办高校加强财务预算及绩效管理的意义、现状的研究,可以有效建立民办高校财务预算绩效管理机制建设措施:建立多层次的预算组织管理体系,推行绩效目标管理机制;健全财务预算执行的跟踪监控机制;完善财务预算支出绩效评价机制;建立财务预算绩效评价结果反馈机制;建立预算绩效考核结果公开机制。
[Abstract]:With the increasingly fierce competition in the market of higher education, private universities are facing arduous challenges. It is increasingly important to perfect the performance management system of colleges and universities and strengthen the management of financial budget. Through the research on the significance and present situation of strengthening financial budget and performance management in private colleges and universities, we can effectively establish the construction measures of financial budget performance management mechanism in private colleges and universities: establishing a multi-level budget organization and management system, Implementation of performance goal management mechanism; Improve the financial budget implementation tracking monitoring mechanism; improve the financial budget expenditure performance evaluation mechanism; establish the financial budget performance evaluation results feedback mechanism; establish the budget performance evaluation results public mechanism.
