【摘要】：建设工程项目具有建设周期长、投资大、不确定性因素多等特点,在建设工程项目实施的过程中每个环节都面临着各种各样的风险,而风险一旦发生,在没有预见性和相应的控制措施时,就会导致损失的发生,这种损失往往是无法挽回的,甚至是连带性的、失去控制的。风险管理在我国起步较晚,国内建设工程项目的管理目前大多停留在粗放型的管理阶段,对风险管理的重要性还缺乏足够的认识,将风险管理系统的用于建设工程项目管理的更是少之又少。因此,如何加强项目管理人员的风险管理意识,并推进风险管理在建设工程项目管理当中的应用显得尤为重要,这个过程包括了从无到有、逐步完善和改进创新。一个完善、成熟的建设工程风险管理体系的建立需要科研人员和管理人员积极的探索和努力。本文以中科院沈阳自动化研究所GX项目的风险管理为研究对象。通过对GX项目风险管理的案例描述,将项目在实施过程中的风险管理办法、管理结果重现。依据风险识别、风险评价、风险应对与控制等相关理论,对GX项目的风险管理实践进行分析,研究在该项目在风险管理过程中存在的缺陷及动态性的不足,总结动态风险管理带来的改进,剖析该项目实施动态风险管理遇到的困难、所需条件等。以期对类似工程项目的风险管理工作提供一定的参考。本文的研究拟从以下五个方面展开:第一部分是绪论,主要阐述了论文的研究背景,研究目的与意义以及研究内容与思路。第二部分是建设工程项目风险管理的相关理论概述,分析总结国内外现有的风险识别、风险评价、风险应对与控制的相关理论的特征、内涵,并对建设工程项目动态风险管理进行了概述。第三部分是案例描述部分,通过对中科院沈阳自动化所GX项目风险管理的过程的描述,重现了包括自动化所GX项目在项目申报、招标方案的制定、质量管理等各个环节的项目风险管理实践,展现了自动化所GX项目风险管理的结果。第四部分是案例分析,在第三部分案例描述的基础上,依据风险识别、风险评价和风险应对与控制等相关理论,总结GX项目在风险管理实践中的缺陷与动态性不足,分析该项目风险管理的优点与不足。第五部分是结论,总结本文研究结论,提出进一步的展望。

According to the risk identification, risk assessment, risk control and other related theories, the GX project risk management practice analysis, defects and deficiencies in dynamic the project exists in the risk management process, summarize the improvements of dynamic risk management, analyzes the difficulties of dynamic the risk management encountered in the implementation of the project, the required conditions. To provide a reference for similar engineering project risk management in the period. This study intends to from the following five Aspects: the first part is the introduction, mainly expounds the research background, research purpose and significance, research content and ideas. The second part is an overview of the theory of risk management of construction projects, analyzed and summarized the existing risk recognition at home and abroad, the risk assessment, characteristics, theory of risk response and control the connotation, and the construction project dynamic risk management are summarized. The third part is the case description part, through the process of the Chinese Academy of Sciences Shenyang Institute of automation of the GX project risk management are described, including automatic reproduce the GX project in the project application, develop bidding scheme and practice of project risk management in all aspects of quality management, show the Institute of automation of GX project risk management. The fourth part is the analysis of the case, based on the description of the third part is the case on the basis of risk identification, risk evaluation and The theory of risk response and control, summarizes the defects and dynamic defects of GX project in risk management practice, and analyzes the advantages and disadvantages of the project risk management.
