【摘要】：由于建设工程项目投资大、周期长,比较容易受到各类因素影响,造成这类项目在实施过程中面临社会政治风险、经济风险、技术风险等诸多风险。尽管风险管理在我国一些大型重点建设工程项目中得到应用并取得了一定成果,但针对高校基建项目的风险管理工作研究和应用相对滞后,特别是高校扩招政策出台后,大量基建项目开工建设,由于风险管理意识、技术水平等较弱,再加上高校基建项目工程量大、系统性强、涉及面广、质量安全和进度要求高的特点,出现了诸多不利于高等教育事业发展的情况。这就要求我们结合高校基建项目建设工作实际,加强我国高校基建项目风险管理研究。本文以“高校基建项目风险管理”为研究方向,从以下方面阐述：一是介绍风险管理相关背景,包括国内外风险管理理论研究及发展情况等；二是结合项目风险管理有关理论及高校基建项目风险管理工作有关情况,提出高校基建项目风险管理的必要性；三是根据项目风险管理主要阶段,结合项目风险管理理论,阐述高校基建项目风险识别、评价、应对等有关内容；四是结合某高校基建项目案例,对该工程项目的风险进行识别、评价分析,提出相应的风险应对方案和监控措施。从目前高校基建项目风险管理工作现状来看,本文对此类项目风险管理研究和工作实践具有一定的借鉴价值和意义。
[Abstract]:As the construction project with large investment, long cycle, more vulnerable to the influence of various factors, resulting in this kind of project is facing social and political risk, in the implementation process of economic risk, technology risk and other risk. Although the risk management in our country, some large key construction projects have been applied and achieved certain results, but for colleges and universities construction project risk management research and application is relatively backward, especially the college enrollment policies, to start the construction of a large number of infrastructure projects, the awareness of risk management, technical level is weak, coupled with the construction project in large quantity, strong system, involving a wide range of characteristics, quality and schedule requirements of high security, there a lot is not conducive to the development of higher education. This requires us to combine the college infrastructure project construction practice, strengthen our country university construction project risk management research The.
In this paper, the "college infrastructure project risk management as the research direction, elaborated from the following aspects: one is to introduce the background of risk management, including domestic and international risk management theory research and development; two is a combination of the risk management of project risk management theory and project construction, put forward the necessity of college construction project risk management the three is the main stage; according to the project risk management, combined with the project risk management theory, evaluation on college infrastructure project risk identification, and response related content; the four is a combination of infrastructure projects in a case, analysis and evaluation of the project risk identification, and put forward the corresponding risk response plan and monitoring measures from the present. The risk management of the status quo of college construction project, this paper has a certain reference value for this kind of project risk management research and Practice Value and meaning.
