严寒地区绿色村镇评价指标体系构建研究

【摘要】：在“十二五”期间，我国大力发展城镇化、新农村建设、绿色村镇建设的背景下，针对我国村镇基础设施短缺、公共服务设施不足、环境保护不力、生活生产资源浪费、能源消耗过多等诸多问题，论文通过对国内外绿色村镇发展研究现状和相关评价指标体系结合严寒地区的特点，建立适合我国北方严寒地区的绿色村镇评价指标体系。首先以可持续发展、生态理论、绿色建筑、区域发展等相关理论为指导，结合严寒地区和村镇的范围，，明确严寒地区绿色村镇的概念定义。然后通过分析严寒地区绿色村镇的特点和现有指标筛选、权重确定方法的优缺点，确定了以频度分析和理论分析相结合的初选指标的方法，建立以粗糙集属性约简和属性重要度为模型的指标优选和权重确定模型。参考DSR和PSR框架模型构建严寒地区绿色村镇评价指标体系框架，其包括四个模块：绿色产业与管理、资源节约与利用、绿色景观与环境保护、基础设施与公共服务。最后根据国内外可持续发展、生态、绿色等相关论文、文件提出的指标体系结合我国严寒地区的特点初步建立绿色村镇指标。根据粗糙集属性约简和重要度的方法，对初步形成的指标体系进行指标的约简和权重的确定，建立最终的指标体系。绿色村镇概念的研究是对绿色村镇理论的有效补充。而粗糙集指标约简模型和指标权重确定模型通过实际应用，证明了其合理性和适用性。通过绿色村镇指标体系可以指导和评价绿色村镇建设，引导绿色村镇的方向，为我国绿色村镇建设提供依据。
[Abstract]:During the "Twelfth Five-Year Plan" period, China vigorously developed urbanization, new rural construction, green village and town construction background, in view of the shortage of infrastructure, inadequate public service facilities, inadequate environmental protection. Living production resources waste, excessive energy consumption and many other problems, the paper through the development of green villages and towns at home and abroad research status and related evaluation index system combined with the characteristics of cold areas. To establish the evaluation index system of green villages and towns in the cold area of northern China. First of all, with the guidance of sustainable development, ecological theory, green building, regional development and other related theories, combined with the cold areas and the scope of villages and towns. Clear the definition of the concept of green villages and towns in cold areas. Then through the analysis of the characteristics of green villages and towns in severe cold areas and the screening of existing indicators, the advantages and disadvantages of the weight determination method are discussed. The primary index method which combines frequency analysis and theoretical analysis is determined. An index selection and weight determination model based on rough set attribute reduction and attribute importance is established, and the evaluation index system framework of green villages and towns in severe cold area is constructed by referring to DSR and PSR framework model. It includes four modules: green industry and management, resource conservation and utilization, green landscape and environmental protection, infrastructure and public services. Finally, according to the domestic and foreign sustainable development, ecology, green and other related papers. The index system proposed in this paper is based on the characteristics of severe cold areas in China. The method of attribute reduction and importance degree of rough set is used to establish the green village and town index. The index system is reduced and the weight is determined, and the final index system is established. The research on the concept of green village and town is an effective supplement to the theory of green village and town, while the rough set index reduction model and index weight determination model are applied in practice. Through the index system of green villages and towns, we can guide and evaluate the construction of green villages and towns, guide the direction of green villages and towns, and provide the basis for the construction of green villages and towns in our country.
