寿光市数字化城市管理工程进度管理研究

【摘要】：近年来,寿光市不断加大城市管理的投入,加快推进城市管理的体制改革,探索建立城市管理高效机制,取得了一定成绩,但还存在着不少问题,比较突出的是：管理体制不健全；责权利不够明晰；发现、处置机制被动、滞后：资源整合不够合理；监督、考评机制不够完善等。为进一步适应城市建设及管理工作的发展,在学习借鉴其他城市先进管理经验的基础上,结合寿光市实际情况进行数字化城市管理体系、配套设施以及相关管理平台的建设,探索运用数字化技术和网格化方法再造城市管理及监督流程,从而提高寿光市城市管理水平。通过对国内外现代数字化城市管理模式及方法的的广泛了解、深入研究,经过半年的外出实地调研及相关理论借鉴,寿光市政府启动了寿光市数字化城市管理工程项目。寿光市数字化城市管理项目旨在将分散的与城市建设与管理相关的众多信息系统整合,并且重新规划、梳理,使用新的技术手段,建立高效的城市管理机制与流程平台。本文以寿光市数字化城市管理工程项目为研究对象,以项目管理进度计划于控制相关理论为基础,通过wBS分解、具体任务工期估计等步骤,制定项目进度甘特图、绘制双代号网络图,详细的计划安排。项目实施中采用赢得值法通过定期检查和抽检的方式严控项目进度。并且对影响进度的因素进行预测,制订预防措施和应急举措,确保了项目顺利实施。同时将统一调控工程工期、成本、质量的思想贯穿市政工程进度管理活动的全局,为项目能够按期、按质,在预算调整的许可范围内顺利完成工程提供了坚实的理论基础。通过本课题的研究,使以信息化建设为目的的该类综合性市政工程进度的细化管理、有效控制更加科学化规范化,对该类市政项目的建设具有指导和借鉴意义。
[Abstract]:In recent years, Shouguang has made some achievements in increasing the investment in urban management, speeding up the reform of urban management system, and exploring the establishment of efficient urban management mechanism, but there are still many problems. The outstanding ones are: the management system is not perfect; the responsibility and rights are not clear enough; it is found that the disposal mechanism is passive and lagging: the integration of resources is not reasonable; the supervision and appraisal mechanism is not perfect enough, etc. In order to further adapt to the development of urban construction and management work, On the basis of learning from the advanced management experiences of other cities and combining the actual situation of Shouguang City, the construction of digital urban management system, supporting facilities and related management platforms is carried out. In order to improve the level of city management in Shouguang City, this paper explores the use of digital technology and grid method to reconstruct the urban management and supervision process. Through the extensive understanding of the modern digital city management model and methods at home and abroad, the paper makes a deep research on it. After half a year of field research and related theoretical reference, The Shouguang Municipal Government has launched the Shouguang City Digital City Management Project, which aims to integrate the scattered information systems related to urban construction and management, and to replan and sort out. This paper takes Shouguang City Digital Urban Management Project as the research object, takes the project management schedule plan as the basis of the control theory, and decomposes it by wBS, using the new technical means to establish an efficient urban management mechanism and process platform. The Gantt chart of project schedule and the network diagram of double code are drawn up in the steps of estimating the duration of specific tasks. Detailed planning arrangements. The method of winning value is used in the implementation of the project to strictly control the progress of the project by means of regular inspection and spot check. The factors affecting the progress are forecasted, and preventive measures and emergency measures are formulated. Ensuring the smooth implementation of the project. At the same time, the idea of unified control of the project duration, cost and quality will run through the overall situation of the municipal project schedule management activities, so that the project can be scheduled, according to the quality, The successful completion of the project within the permitted scope of budget adjustment provides a solid theoretical basis. Through the study of this subject, the progress of this kind of comprehensive municipal engineering for the purpose of information construction can be refined and managed. Effective control is more scientific and standardized, which has guiding and referential significance for the construction of this kind of municipal projects.
