万顷沙中心镇规划建设问题与对策研究

【摘要】：2000年，广东省政府积极响应国家优先发展具有一定规模、经济条件较好的小城镇的号召，提出用10年左右的时间，从规划编制和管理、积极引导产业集聚、拓展建设资金渠道等方面提供政策支持，重点建设300个左右经济总量较大，基础设施较好、地理位置优越、带动作用明显的中心镇，以此带动农村经济社会的全面发展。2005年，万顷沙镇获广东省建设厅批准，成为广州市第16个中心镇，并立刻开展中心镇规划编制和城镇基础设施建设。经过8年的规划建设，万顷沙镇在城镇规划建设、基础设施建设和环境设施建设等方面取得了不少成绩，镇建成区已初具规模。但是由于规划变动或滞后于城镇建设需求、城镇建设和规划相脱节、建设项目用地困难。建设资金缺口大等问题，导致万顷沙镇与其他中心镇和发达地区相比，城镇化建设还相对滞后，难以充分发挥中心镇的辐射带动作用。鉴于城镇规划和建设涉及的内容十分广泛和复杂，受本人的学识和精力等方面的限制，本文不可能对当前城镇规划和建设中涉及的所有问题展开深入探讨和研究。本文主要结合本人的工作范畴和多年从事规划建设管理工作的经验，以万顷沙中心镇为研究对象，在总结和归纳国内外城镇规划建设理论和中心镇建设理论的基础上，以万顷沙镇在中心镇建设过程中遇到的规划和建设的关键问题为研究主线，探讨如何在新时期提高万顷沙中心镇的规划建设水平，加快万顷沙中心镇的建设步伐和城镇化的发展进程，充分发挥其集聚带动作用，建成一个布局合理、功能齐全、设施完善、环境优美、经济发达，富有地方特色和风貌的区域性经济文化中心，从而对加快南沙新区乃至全广州市新型城镇化进程具有理论和实践意义。本文的研究内容可分为以下五个部分：第一章是绪论。阐明本文的选题背景、研究意义，总结国内外城镇规划建设的发展情况和研究现状，，结合对城市规划调控小城镇建设相关理论的探讨，本和中心镇建设的理论，简要交代本文的基本研究思路和技术路线、研究的主要内容及研究方法。第二章是国内外城镇规划建设的探索经验。阐释了国内外城镇规划建设的实践探索，分析国内外几个重点城镇或中心镇通过城镇规划建设打造布局合理、功能齐全、设施完善、带动作用明显的中心城镇的成功经验。第三章是万顷沙中心镇规划建设成效分析。从万顷沙镇中心镇总体规划的发展定位出发，结合万顷沙镇总体规划和城镇基础配套设施规划建设成果，进一步分析近年万顷沙中心镇规划建设取得的成效。第四章是万顷沙中心镇规划建设存在的问题分析。从规划滞后或不断调整、城镇建设和规划相脱节、建设项目用地困难、建设资金缺口大等方面入手，深入探讨万顷沙中心镇规划建设过程中遇到的问题和原因，具体分析制约万顷沙中心镇规划建设的不利条件和因素。第五章是推进万顷镇中心镇规划建设成效的途径与对策。立足于前面问题及原因分析,从规避威胁、弥补劣势的思维出发，探讨如何在新时期提高万顷沙镇中心镇规划建设水平，发挥其集聚带动作用，建成一个布局合理、功能齐全、设施完善、环境优美、经济发达，富有地方特色和风貌的区域性经济文化中心，从而推动我区的新型城镇化进程。第六章是结论。对论文的主要观点及结论进行总结，并提出展望。

This paper mainly combines my work and experience in planning and construction management for many years.
