肇源县农村居民点布局优化研究

【摘要】:随着社会经济的不断发展,农村居民点用地矛盾更加突出,如何解决这一矛盾已成为中国新农村建设的主要内容。党的十六届五中全会及十七大都对新农村建设和节约用地提出了新的目标和要求,统筹发展,做好城乡规划。我国人均居民点用地面积为185m2,在中国的农村建设用地的严重不足,农村居民点用地比例,造成严重浪费,尤其是在东北三省和自治区,人均农村居民点用地超过300平方米,而内蒙古治区人均用地甚至超过400m2。目前我国存在大量的闲置土地,面积大约占我农村建设用地面积的10%~15%,造成“空心村”现象十分严重。 随着我国经济的发展,人口急剧增长,导致人地矛盾越来越激烈,农村居民点空间分布比较散乱,造成严重的土地浪费现象。进行农村居民点布局优化研究,可以在一定程度上,挖掘农村建设用地潜力,增加耕地面积,提高农村建设用地的土地利用率,改善农村生产、生活条件和人居生态环境。本文以肇源县为研究区,对肇源县农村居民点进行优化布局,本为主要内容包括以下6个章节内容: (1)引言部分。该章节主要介绍了本文的选题背景,国内外研究动态、本文的研究内容、目的、意义以及本文的研究方法和技术路线。研究背景主要包括国家政策、我国现阶段新农村建设的新目标、我国国情以及肇源县农村居民点存在的问题。 (2)理论基础部分。主要介绍了有关农村居民点布局的相关概念和布局所依据的基本理论。基本概念主要是农村居民点和农村居民点布局两个概念,基本理论主要包括土地资源优化配置理论、区位理论、供需平衡理论和可持续发展理论。 (3)研究区介绍。主要包括两部分:第一部分主要从地理位置、自然资源概况、交通状况、社会经济发展状况对肇源县进行介绍;第二部分主要介绍了肇源县土地利用现状。 (4)评价部分。主要是对肇源县农村居民点进行评价分析。根据所收集的资料,结合肇源县实际情况构建合理的指标体系,运用层次分析法和专家打分法,确定指标权重,并级差标准化法对指标进行指标标准化,并对肇源县农村居民点进行评价分级,将肇源县农村居民点划分为三个潜力分区,根据评价分级结果进行分析。 (5)布局优化整理方案。主要介绍了优化布局过程中所依据的原则,三种优化布局方案和针对布局优化过程中存在的问题所提出6条对策与建议。 (6)结论与讨论。这部分主要是对本文作了总结并指出本文的不足之处。
[Abstract]:With the development of social economy, the contradiction of rural residential land becomes more prominent. How to solve this contradiction has become the main content of the new rural construction in China. The Fifth Plenary session of the 16th CPC Central Committee and the 17th National Congress of the Communist Party of China have put forward new goals and requirements for the construction of new rural areas and land conservation, as well as overall development and urban and rural planning. The per capita residential land area in China is 185 m2. The rural construction land in China is seriously inadequate and the proportion of rural residential land is seriously wasted. Especially in the three northeastern provinces and autonomous regions, the per-capita rural residential land is more than 300 square meters. The per capita land use in Inner Mongolia is even more than 400 m2. At present, there is a large amount of idle land in our country, which accounts for about 10% of the area of rural construction land in our country, causing the phenomenon of "hollow village" very serious. With the development of our country's economy and the rapid increase of population, the contradiction between people and land is becoming more and more intense, the spatial distribution of rural residential areas is relatively scattered, resulting in serious land waste phenomenon. To a certain extent, we can excavate the potential of rural construction land, increase the area of cultivated land, improve the land utilization rate of rural construction land, improve the rural production, living conditions and living ecological environment. This article takes Zhaoyuan county as the research area, carries on the optimized layout to the Zhaoyuan county countryside residential area, this is the main content includes the following six chapters content: Introduction. This chapter mainly introduces the background of this paper, the domestic and foreign research trends, the research content, purpose, significance, research methods and technical route of this paper. The research background mainly includes the national policy, the new target of the new rural construction in our country at present, the situation of our country and the problems existing in the rural residential area of Zhaoyuan County. Part 2) theoretical basis. This paper mainly introduces the related concepts of rural residential area layout and the basic theory on which the layout is based. The basic concepts are mainly rural settlements and rural settlements layout. The basic theories mainly include land resources optimal allocation theory, location theory, supply and demand balance theory and sustainable development theory. Introduction to the research area. It mainly includes two parts: the first part mainly introduces Zhaoyuan County from geographical location, natural resources overview, traffic situation, social and economic development; the second part mainly introduces the present situation of land use in Zhaoyuan County. Evaluation part. Mainly to Zhaoyuan county countryside residential area carries on the appraisal analysis. According to the data collected, combining with the actual situation of Zhaoyuan County, a reasonable index system is constructed, and the index weight is determined by using the analytic hierarchy process (AHP) and the expert scoring method, and the index is standardized by the differential standardization method. The rural residential areas in Zhaoyuan County were classified into three potential zones, and the results were analyzed. 5) layout optimization. This paper mainly introduces the principles based on in the process of optimizing layout, three kinds of optimal layout schemes and six countermeasures and suggestions for the problems existing in the process of layout optimization. Conclusion and discussion. This part is a summary of this paper and points out the shortcomings of this paper.
