河北省建设工程造价服务体系构建研究

【摘要】：党的十八大报告提出,要按照建立中国特色社会主义行政体制目标,深入推进政企分开、政资分开、政事分开、政社分开,建设职能科学、结构优化、廉洁高效、人民满意的服务型政府。同时,十八大把我国的城镇化建设任务提到了非常重要的战略地位。随着城镇化的实施,建设工程投资尤其是国有资金投资的效益问题将会非常重要。建设工程造价管理机构如何按照党和人民的要求,积极作为,顺应形势,努力摒弃硬性管理理念,构建服务型的建设工程造价服务体系作为本论文的研究重点。本文将通过研究我国及河北省建设工程造价管理服务的历史沿革,挖掘形成目前造价管理现状的根源。同时研究部分国外发达国家建设工程造价管理服务制度及工作机制,与我国及河北省有关情况进行比对,吸取其先进经验,从而分析出目前河北省建设工程造价服务体系存在的问题。针对这些问题,首先采用逐项解决、各个击破的方法,一一提出解决问题的方法,最后运用系统工程理论,将这些解决问题的方法进行优化组合,形成一个完整的建设工程造价服务体系。建设工程造价服务体系的研究,重在能够精准的分析当前的形势,把握当前存在的问题,从而正确的寻找到解决问题的方法。本文通过研究当前形势建立起来的建设工程造价服务体系,区别于完全大胆创新性的研究,而是立足于实际,主要对当前制度、机制、形成要素等内容的改善、丰富、延伸,具有一定的实际参考价值。
[Abstract]:In the report of the 18th National Congress of the CPC, it was proposed that, in accordance with the goal of establishing a socialist administrative system with Chinese characteristics, it is necessary to promote in depth the separation of government and enterprise, separation of government from capital, separation of government from affairs, separation of government from society, construction of scientific functions, optimization of structure, integrity and efficiency. With the implementation of urbanization, construction investment, especially the benefit of state-owned capital investment, will be very important. According to the requirements of the Party and the people, the construction project cost management organization should actively act, conform to the situation, try to abandon the rigid management idea and construct the service-oriented construction project cost service system as the focus of this paper. This paper will study the historical evolution of construction cost management service in China and Hebei Province, and dig out the root of the current cost management situation. At the same time, it studies the service system and working mechanism of construction cost management in some foreign developed countries, compares it with the relevant situation of our country and Hebei Province, and absorbs its advanced experience. The problems existing in the construction cost service system of Hebei Province are analyzed. Aiming at these problems, the methods of solving the problems one by one, one by one, are adopted to solve the problems one by one. Finally, by using the theory of system engineering, the methods of solving the problems are optimized and combined. Form a complete construction project cost service system. The research of the construction cost service system is focused on the accurate analysis of the current situation, grasp the current problems, so as to find a correct solution to the problem. This paper, by studying the construction cost service system established by the current situation, is different from the completely bold and innovative research, but based on reality, mainly improving, enriching and extending the contents of current system, mechanism, forming elements, etc. It has certain practical reference value.
