建设工程政府质量监督的管理模式与发展现状分析

【摘要】：近年来我国的建设事业飞速发展，建设规模也不断扩大，与此同时建设工程质量就越来越被社会各界关注。要想使建设工程质量得到很好地保障，建立合理的建设工程质量政府监督管理模式是很有必要的。实现对建设工程质量的有效监管，能够切实保证建设工程的质量，这也是一个急需解决的问题。目前我国在建设工程质量政府监督这条道路上正处于发展阶段，存在着一定的不足，我们不仅要从自身找问题，还应该合理的借鉴和学习国外的成功经验。我们不仅要了解我国在建设工程质量政府监督模式上的发展过程和不足之处，也要了解和分析国外的建设工程质量政府监督管理模式，，找到国外发展的不足和优势，通过比较，找出更加适合我国建设工程发展的方式方法，让建设工程质量在政府的监督管理下更能得到保障。本文不仅分析研究了国内的建设工程质量政府监督管理的模式，还对国外的管理模式进行了分析和研究。经过对国内外的建设工程质量政府监督管理模式的研究，找出了一些我国当下的管理模式存在的不足之处，比如，执法地位不能明确界定，信誉机制不够完善，也就相应的问题提出了合理的建议和意见。希望在未来的发展道路上，我国的建设工程质量政府监督管理工作能够更好的发展。
[Abstract]:In recent years, the construction cause of our country develops rapidly, the construction scale also expands unceasingly, at the same time, the construction project quality is paid more and more attention by the society from all walks of life. In order to ensure the quality of construction project, it is necessary to establish a reasonable government supervision and management mode of construction project quality. It is also an urgent problem to realize the effective supervision of the quality of construction projects and ensure the quality of construction projects. At present, the government supervision of construction project quality in our country is in the stage of development, there are some shortcomings. We should not only look for problems from ourselves, but also learn from the successful experience of foreign countries reasonably. We should not only understand the development process and deficiencies in the government supervision mode of construction project quality in our country, but also understand and analyze the foreign government supervision and management mode of construction project quality, find out the shortcomings and advantages of foreign development, and compare it with each other. To find out more suitable ways and means for the development of construction projects in China, so that the quality of construction projects can be more guaranteed under the supervision and management of the government. This paper not only analyzes and studies the government supervision and management mode of construction project quality in China, but also analyzes and studies the foreign management mode. Through the research on the government supervision and management mode of construction project quality at home and abroad, we find out some shortcomings of the current management mode in our country, for example, the law enforcement status can not be clearly defined, the credit standing mechanism is not perfect, It also puts forward reasonable suggestions and opinions on the corresponding problems. It is hoped that the government supervision and management of construction project quality will develop better in the future.
