产业遗存再利用过程中的环境风险与规划引导

【摘要】：产业遗存是城市空间与功能转型发展的重要存量资源。然而由于前置生产活动及相关服务功能可能曾对场地造成不同程度的污染,产业遗存再利用过程中的环境问题不容忽视。研究表明,目前我国城市产业遗存的再利用普遍缺乏严格的污染诊断和必要的场地修复,对使用人群所造成的健康损害正在逐步显现,亟待引入环境风险控制措施对再利用活动进行系统的规划引导。对于存在污染的产业遗存,宜结合未来规划用途确定环境整治力度,在确保环境安全的前提下充分发挥其市场价值。
[Abstract]:Industrial relic is an important storage resource for the development of urban space and function transformation. However, because the pre-production activities and related service functions may have caused different pollution to the site, the environmental problems in the process of industrial reutilization can not be ignored. The study shows that at present, the reuse of urban industrial remains in our country is generally lack of strict pollution diagnosis and necessary site restoration, and the health damage caused to the users is gradually appearing. It is urgent to introduce environmental risk control measures to carry out systematic planning and guidance for reuse activities. For the industrial remains of pollution, it is advisable to combine the future planning uses to determine the intensity of environmental remediation, and to give full play to its market value on the premise of ensuring environmental safety.
