高铁时代下的苏州高铁新城协同规划研究

【摘要】:城市规划的实质就是对土地发展权和各类空间的管制,规划作为配置空间资源的公共政策,不能仅仅局限于物质层面,必须发挥宏观调控、市场监管、公共服务、社会管理、保护环境职能,因此加强各层次、各系统的规划协同至关重要。随着京沪高铁的建成通车,国内的高铁建设已经初具规模,高铁站周边地区的建设也正如火如荼。如何对苏州高铁站及周边地区进行合理高效的开发,使其成为城市跨越发展的触媒,如何综合性的将其产业、生态、交通三大核心进行协同,从城市定位、区位分析、内部功能分区、交通组织、生态系统构建、地下空间利用等不同层面进行规划协同、整体探索是亟需研究的课题。 协同规划包含研究路线的协同,不同规划部类的协同和空间要素的协同,是确保高铁新城城市生产空间集约高效、生活空间宜居舒适、生态空间山清水秀的一种规划方法。本课题研究的高铁时代中苏州市高铁新城协同规划是落实苏州市委市政府“一核四城”发展目标的需要,其建设对于推进苏州北拓战略,优化总体发展格局,加快建设区域性中心城市和交通枢纽,构建高端服务业发展平台,集聚培育高端产业,全面提升苏州区域经济国际化水平具有重要战略意义和深远影响。项目研究侧重于规划理论与规划工程实践相结合的剖析,通过实际工程项目的具体操作,在规划设计实践中回答基于苏州市高铁新城地域特质的具体操作过程与方法。 本研究第一部分(第1章)介绍选题背景、意义、相关概念、研究方法和研究框架;第二部分(第2章)全面梳理了高铁新城建设的相关理论和实践研究,旨在为苏州市高铁新城协同规划提供理论依据和指导;第三部分(第3-6章)针对苏州市高铁新城协同规划进行了深入的探讨,包括规划背景、发展现状、不同部类的协同策略、不同空间的协同规划方法和启动区协同规划要点等内容。这部分是实际工程设计项目中为苏州市高铁新城管委会提供决策咨询的内容,来源于实际规划设计项目。
[Abstract]:The essence of urban planning is the control of the right to land development and all kinds of space. Planning as a public policy for the allocation of space resources can not only be limited to the material level. It is necessary to play macro regulation, market regulation, public service, social management and environmental protection. Therefore, the planning and coordination of various systems is very important. The construction of the Beijing-Shanghai high-speed railway, the construction of high speed railway in China has begun to take shape, and the construction of the surrounding areas of the high speed railway station is also in full swing. How to develop the Suzhou railway station and its surrounding areas rationally and efficiently, make it a catalyst for the development of the city, and how to coordinate the three core industries, ecology and transportation, from the city. City positioning, location analysis, internal functional zoning, transportation organization, ecological system construction, underground space utilization and other aspects of planning and coordination, the overall exploration is an urgent subject.
Collaborative planning includes coordination of research routes, coordination of different planning departments and coordination of spatial elements, which is a planning method to ensure the intensive and efficient urban production space, livable and comfortable living space in the new city of high speed new town, and a beautiful ecological space. The collaborative planning of Suzhou high speed railway in the high speed iron age of this project is the implementation of Suzhou city. The needs of the "one nuclear and four cities" development target of the municipal government will be of great strategic significance for promoting the Suzhou north extension strategy, optimizing the overall development pattern, speeding up the construction of regional central cities and transportation hubs, building a high-end service industry development platform, gathering and cultivating high-end industries, and comprehensively promoting the level of the regional economic internationalization of Suzhou. The project research focuses on the analysis of the combination of the planning theory and the planning engineering practice. Through the concrete operation of the actual project, the specific operation process and method based on the regional characteristics of the Suzhou city high speed railway are answered in the planning and design practice.
The first part of this study (first chapter) introduces the background, significance, related concepts, research methods and research framework; the second part (second chapter) comprehensively combs the related theory and Practice Research of the construction of the new city, aiming at providing theoretical basis and guidance for the cooperative planning of Suzhou high speed rail new town; the third part (Chapter 3-6) is aimed at the high Suzhou City The cooperative planning of the iron new town has been deeply discussed, including the planning background, the development status, the coordination strategy of different departments, the coordinated planning methods of different space and the key points of the cooperative planning in the starting area. This part is the content of the decision consultation for the Suzhou new city management Committee in the actual project design project, which comes from the actual rules. A design project.
