【摘要】：园林绿化作为城市绿色基础设施的主要组成部分,是提升城市品位、完善城市功能、改善城市人居生态环境的重要内容。随着城镇化进程的进一步加快,园林绿化建设的规模逐步扩大,其在城镇建设中的地位和作用日益突出。园林绿化工程质量的优劣,直接决定着城市景观建设的品质,甚至影响着城市人居环境建设的成败。但目前相关学者大都把园林绿化建设研究的侧重点放在了园林绿化工程开工前的规划设计和工程完工后的景观评价上,对园林绿化工程建设中如何保障工程质量涉及的极少,对园林绿化工程质量监督系统的研究更几近空白。园林绿化工程的质量问题和城市当中的房屋市政工程相类似,具有一定的滞后性和长期性。当前,园林绿化工程质量监督工作面临诸多新的问题和挑战,如何进一步保障园林绿化质量已成为当前急需研究的问题,怎样为城市园林绿化建设质量监督提供有效的理论支持、技术方法和科学的管理手段,以巩固来之不易的绿化成果,己成为当前园林绿化建设的重要课题。近年来驻马店市委、市政府为进一步改善城市生态环境,加快园林绿化事业发展,大力加强园林绿化建设,取得了明显成效。驻马店市在2012年被授予“国家园林城市”称号,其城市园林绿化水平得到了有关部门的认可。本文尝试以驻马店市为例研究园林绿化工程质量监督的现状,并提出了完善驻马店市园林绿化工程质量政府监督管理的改革措施。本文通过文献研究工程质量监督的概念、监督职责、监督方式等以对完善园林绿化工程质量监督的监督制度、岗位职责、监管方式提供指导；其次通过文献分析法及归纳演绎法梳理国内园林绿化工程质量监督相关概念、园林绿化建设的特点、园林绿化工程质量监督机构沿革历程、园林绿化工程质量监督与社会监理的区别、园林绿化工程质量监督制度及园林绿化工程质量监督的特点,在参考文献和总结笔者的实际工作经验的基础上,重点分析了政府、建设单位、质监机构、监理单位和施工单位之间的复杂关系。然后用调查研究法以驻马店市为例,对驻马店市园林绿化工程质量政府监督管理的机构现状、相关制度、监督程序及监督方式进行论述,发现驻马店市园林绿化工程质量监督存在如下问题：1.园林绿化质量监督依据法律法规关系模糊。2.工程建设各方责任主体质量行为违规情况突出。3.园林绿化质量监督机构存在定位不准、机构及人员缺乏资质的情况4.园林绿化工程质量监督的范围及重点不清等一系列问题。最后利用归纳演绎法提出驻马店市园林绿化工程监督的改革对策,以期对园林绿化工程质量政府监督领域的改革提供参考。结果表明：1.驻马店市园林绿化工程质量监督的健康发展需要完善的园林绿化法规体系、合理的园林绿化工程质量标准、规范的园林绿化建设市场等宏观层面的政府监督体系来指导。2.规范园林绿化工程建设各方责任主体的质量行为是有效提高园林绿化工程实体质量的重要途径3.对驻马店市园林绿化工程质量监督站的合理定位及监督方式的改进,可有效提高工程质量监督的效能。4.明确驻马店市园林绿化工程质量监督的范围及提高监督执法力度可优化质量监督人员的合理配备。5.工程质量监督档案的整理及工程信息系统的应用可使园林绿化工程质量监督更加规范透明。
[Abstract]:As the main component of urban green infrastructure, garden greening is an important part of improving urban grade, improving urban function and improving the ecological environment of urban human settlements. With the further acceleration of urbanization process, the scale of landscaping construction is gradually expanded, and its position and role in urban construction is becoming increasingly prominent. The quality of the process directly determines the quality of the urban landscape construction, and even affects the success or failure of the construction of urban human living environment. But at present, most of the relevant scholars focus on the planning and design of the garden greening construction before the construction of the landscaping project and the landscape evaluation after the completion of the project, and to the construction of garden greening projects, such as The quality supervision system of the garden afforestation project is almost blank. The quality problem of the garden afforestation project is similar to the municipal engineering in the city, which has a certain lag and long term. How to further guarantee the quality of landscaping has become a problem urgently needed to be studied. How to provide effective theoretical support for the quality supervision of urban landscaping construction, technical methods and scientific management means to consolidate the hard won green fruits has become an important topic for the construction of garden greening. This paper provides guidance for the supervision system, duty and supervision mode of improving the quality supervision of landscaping engineering through the literature research on the concept of the quality supervision of Engineering Quality Supervision, supervision duty and supervision mode.
