乡村视角下大别山地区村庄规划编制研究

【摘要】：随着中国城市化影响的深入，中国的城乡社会转型的矛盾也不断的加深，进入21世纪以来，乡村地区的发展在国家层面上受到了高度的重视，2008年《城乡规划法》颁布，明确提出了城市规划向城乡规划的转变，将城乡规划分为城镇体系规划、城市规划、镇规划、乡规划、村庄规划五个方面的规划内容，确立了村庄规划作为一种重要的规划类型在规划体系中的法定地位。国内以往“偏向城市”的规划技术倾向开始出现变化，各地开始对村庄规划编制问题进行探索与实践。但是，由于长期“偏向城市”的规划技术路径的惯性、乡村发展超常规的特殊复杂性与实地调研的严重缺乏等因素，村庄规划编制仍然处于起步阶段。大别山地区是我们国家的贫困连绵山区，传统村落的单一、同质格局逐渐分化，村庄自身各项要素已经由“同质同构”转向“异质异构”的组合发展中，主要体现在产业发展、地域文化、建筑风貌等方面。城市化进程与社会分化的加剧，使得乡村地区村庄功能与性质向多元化方向演绎。在长期的城乡二元结构的分割与影响制约下，侧重城镇化地区的城市规划体系相对健全，而村庄规划编制方面则比较薄弱，未有深入系统性的研究。村庄规划编制体系、编制内容、编制过程、实施管理四个方面还不健全，存在许多问题，急需解决。这需要人们重新认识乡村，以此来分析村庄规划编制存在的问题，分析乡村地区村庄的发展特征，基于乡村视角下提出更加适合大别山地区村庄发展的村庄规划编制构建体系，以期对大别山地区村庄的规划编制提供很好的借鉴。第一章首先介绍研究背景，确定研究内容和范围，对相关概念进行辨析，并阐述乡村视角下村庄规划特征与内涵。第二章对国内外村庄规划编制方面的研究实践与理论进行综述，分析研究发达国家村庄编制的经验借鉴，并对国内的村庄规划编制理论进行总结。第三章系统分析我国村庄建设发展历程、村庄规划编制进程，进而总结出当前我国村庄规划编制在编制体系、编制内容、编制过程和实施管理方面存在的问题。第四章基于乡村视角对大别山地区村庄发展的概况、村庄规划编制存在的突出问题及村庄主要特征进行分析，，由此提出大别山地区村庄发展的趋势和需求：多元产业的发展、用地集约的推进、生态环境的改善、乡村文脉的传承、居住品质的提升。第五章重点提出乡村视角下大别山地区村庄规划编制需从规划编制思路与原则的明晰、村庄规划编制体系的完善、编制内容的延伸、编制过程技术策略的提升、管理实施的合理化这几个方面来进行构建，以适应当今村庄的发展需求。第六章以大别山地区湖北省大悟县城市总体规划城乡统筹专题中的县域村庄体系规划和河南省信阳市光山县村庄的规划设计为例，从宏观、中观、微观三个层次对村庄规划编制理论方面的研究进行例证的分析，对村庄规划编制体系、编制内容、编制过程、实施管理几方面在实际项目中的创新点进行阐述。以期能借助本次研究的相关理论与实践对当前的村庄规划编制提出指导性的建议和借鉴。
[Abstract]:With the deepening of China ' s urbanization , the contradiction between China ' s urban and rural social transformation has been deepening . Since the 21st century , the development of rural areas has been highly valued at the national level . In 2008 , the urban and rural planning laws have been promulgated , and the urban and rural planning is divided into urban system planning , urban planning , town planning , township planning and village planning .

This paper analyzes the problems of village planning , analyzes the problems of village planning , analyses the problems of village planning , analyses the problems of village planning , analyses the development characteristics of villages in rural areas , and puts forward the construction system of village planning which is more suitable for village development in the mountainous areas , with a view to providing a good reference for the planning of village in Dabilianshan area .

The first chapter introduces the research background , determines the content and scope of the study , analyzes the relevant concepts , and expounds the characteristics and connotation of village planning in the village perspective .

The third chapter systematically analyzes the development course of village construction and the process of compiling the village planning , and then summarizes the problems existing in the development of village planning in the country , the compilation of content , the process of compilation and the implementation of management . Chapter IV analyzes the village development in Dabianshan area based on the rural visual angle , and puts forward the trend and demand of village development in Dabitha district . The development of multi - industry , the improvement of land intensive , the improvement of ecological environment , the inheritance of rural cultural vein and the promotion of living quality are put forward .

The fifth chapter focuses on the planning of village planning in Dabitha area from the perspective of countryside , which needs to be clarified from the planning thought and principles , the perfection of the planning system of village planning , the extension of the preparation process , the promotion of the process technology strategy , the rationalization of management and implementation , so as to meet the development needs of the village today .

In the sixth chapter , an example of the planning and design of the village planning and planning of the village planning and planning for the village planning in Dawu County , Hubei Province and the planning and design of the village in Guangshan County in Xinyang City of Henan Province are analyzed , and the innovation points of the planning system , the preparation process and the implementation management of the village planning are expounded .
