城市基准开发强度分区方法改进研究

【摘要】:中央城镇化工作会议明确提出,各级城市要科学设置开发强度,优化城市空间布局和形态。在伴随中国快速城镇化和整体经济实力腾飞的这十多年内,国内大城市的人口规模经历了爆发式的增长,大量涌入的人口造成城市规模加速扩张,滞后的规划体系和不够健全的法律制度已经不能控制城市的超态势发展,造成了城市的土地粗放利用、人口分布不均和强度分布不合理的问题。同时,由于我国大部分城市在开发强度控制方面缺乏有效的科学方法,即便是在编制相应规划时对强度的评判也均多基于定性分析,缺乏定量评判标准和宏观层面的把握,更是加剧这一问题的严重程度。 本研究是基于国内城市开发强度分布欠合理以及控规编制中确定容积率等强度指标时缺乏足够上层依据的大背景下,在收集整理国内外城市在城市开发强度分区方面的实践经验基础上,,通过对城市基准开发强度分区的框架体系的剖析,对其评价单元、因素选取等方面进行反思总结,借鉴其逻辑思路并完善和细化相关影响因素,接着尝试性的增加了控规管理单元层级评价模型,改进了街区层级的评价模型,最后以合肥滨湖新区为案例选取了7个控规管理单元和69个街区进行了方法应用。 基准开发强度分区是城市开发强度分区方法体系中重要的组成部分。文章是针对城市的基准开发强度分区方法进行改进研究,得出了控规管理单元和街区两个层级的基准强度评价模型。基准强度模型有别于修正强度模型,具有较大普适性,本文研究中对影响因素的选取一方面考虑比较全面,另一方面也尽量选取具有全局性影响的因素。因此,研究得出的方法体系和评价模型对一般性大城市都具有较强的适用性。 城市开发强度分区方法的框架体系比较复杂,至今在国内仍没有完善成熟的方法可以有效的应用,这也是笔者仅仅选取基准强度分区进行改进研究的原因之一。文章在研究中顺应了目前规划编制的趋势和一般性思路,尽管对基准强度分区的操作体系进行了改进研究,对影响因素的选取也考虑的比较全面,同时也运用了层次分析法对影响因素的权重进行了赋值,但不可否认,这些方面的合理度仍然值得商榷。
[Abstract]:The Central working Conference on urbanization clearly proposed that cities at all levels should scientifically set up the development intensity and optimize the urban spatial layout and form. With China's rapid urbanization and overall economic strength taking off in the past decade or so, the size of the population of the big cities in the country has experienced explosive growth, and a large influx of people has resulted in the accelerated expansion of the urban scale. The lagging planning system and unsound legal system can no longer control the development of the city, which results in the problems of extensive utilization of urban land, uneven distribution of population and unreasonable distribution of intensity. At the same time, due to the lack of effective scientific methods in the development intensity control of most cities in China, even the evaluation of intensity is based on qualitative analysis, and lacks of quantitative evaluation criteria and macro-level grasp. It also exacerbates the severity of the problem. This research is based on the unreasonable distribution of the intensity of urban development in China and the lack of sufficient upper level basis for the determination of the strength index such as the volume rate in the compilation of the control plan. On the basis of collecting and sorting out the practical experience of urban development intensity zoning at home and abroad, through the analysis of the frame system of urban benchmark development intensity zoning, this paper rethinks and summarizes its evaluation unit, factors selection and so on. Drawing on its logical thinking and perfecting and refining the relevant influencing factors, this paper tries to increase the level evaluation model of the control management unit and improve the evaluation model of the block level. Finally, 7 control management units and 69 blocks were selected for the case of Hefei Binhu New area. Benchmark development intensity zoning is an important part of urban development intensity zoning method system. This paper is aimed at the improvement of urban benchmark development intensity zoning method, and obtains the benchmark intensity evaluation model of control management unit and block level. The benchmark strength model is different from the modified strength model and has great universality. On the one hand, the selection of influencing factors is considered comprehensively in this study, on the other hand, the factors with global influence are also selected as far as possible. Therefore, the method system and evaluation model are applicable to the general big cities. The frame system of urban development intensity zoning method is complex, so far there is no mature method can be effectively applied in China, which is one of the reasons why the author only selects the benchmark intensity zoning to improve the research. In the research, the paper conforms to the current trend of planning and general thinking, although the operation system of benchmark intensity zoning has been improved, and the selection of influencing factors has been considered more comprehensively. At the same time, the analytic hierarchy process is also used to assign the weight of the influencing factors, but it is undeniable that the rationality of these aspects is still open to question.
