基于供应链管理的政府工程采购风险控制

【摘要】:随着经济的快速发展,作为国家支柱型产业的建筑工程也在快速发展。工程采购作为建筑工程的重要部分,在工程合同款中占据较大的比重,而工程采购过程中由于采购双方的信息不对称和各自利益驱使等较容易产生风险,影响双方各自的预期目标的实现,工程采购风险控制显得尤为重要。风险识别是风险管理的重要组成部分,本文把工程供应链引入工程采购中,分析工程采购中的供应链和制造业供应链的不同,对工程采购供应链进行详细分析。通过文献研究分析可能潜在的风险因素,对工程采购中的供应流程、采购流程、配送流程中可能存在的风险进行归纳,通过问卷设计来获取专家对工程采购风险的态度,并通过统计软件分析这些潜在风险因素的关系,建立工程采购风险评估指标,考虑到对风险评价时人们的犹豫性,选择充分考虑到人们在评估风险时的犹豫度的评估方法—区间直觉模糊判断矩阵对工程采购中存在的风险因素进行评价,最后给出工程采购风险监控体系的构建过程。本文重点分析了工程采购风险识别过程,通过统计软件分析问卷,建立风险评估指标体系,建立了基于区间直觉模糊判断矩阵工程采购风险评估模型,并在最后给出工程采购风险监控体系和工程采购优化策略。
[Abstract]:With the rapid development of economy, construction engineering, as a national pillar industry, is also developing rapidly. Engineering procurement, as an important part of construction engineering, occupies a large proportion in the project contract, but in the process of engineering procurement, it is easy to produce risks because of the asymmetric information between the two parties and their respective interests. It is very important to control the risk of project procurement because of its influence on the realization of the expected goals of both parties. Risk identification is an important part of risk management. This paper introduces engineering supply chain into engineering procurement, analyzes the difference between engineering procurement supply chain and manufacturing supply chain, and makes a detailed analysis of engineering procurement supply chain. Through literature research and analysis of possible potential risk factors, the supply process, procurement process, distribution process risk in the project procurement process may be summarized, through questionnaire design to obtain the attitude of the experts to the project procurement risk. And through the statistical software analysis of the relationship between these potential risk factors, the establishment of project procurement risk assessment indicators, taking into account the risk evaluation of people's hesitation, The evaluation method, interval intuitionistic fuzzy judgment matrix, is chosen to evaluate the risk factors existing in construction procurement. Finally, the construction process of project procurement risk monitoring system is given. In this paper, the risk identification process of project procurement is analyzed, the risk evaluation index system is established by statistical software questionnaire, and the risk assessment model of engineering procurement based on interval intuitionistic fuzzy judgment matrix is established. Finally, the risk monitoring system and optimization strategy of project procurement are given.
