高密市城北片区天然气工程建设项目风险管理研究

【摘要】:风险管理是一个系统工程,风险管理的方向和对策决定着项目成败。论文在归纳国内外项目风险管理理论与方法的基础上,对高密市城北片区天然气工程建设项目展开风险管理研究。论文首先从高密市城北片区天然气工程建设项目的规模及作用,项目建设单位及投融资情况、项目实施的进度计划及工程管理六个方面对项目的总体概况进行了介绍,明确了论文研究的靶标。通过对高密城北片区天然气工程项目建设的必要性以及天然气在该城市的市场需求预测进行分析,对该项目的市场风险展开评价,认为该项目无明显市场风险,-但存在潜在风险,并针对潜在的市场风险提出了应对方案。对高密城北片区天然气工程建设项目技术方案从输气管网建设和调压设施及阀门关断两个方面展开分析,从布线方式、压力级制选择、管材选用、调压设施及阀门技术等多方面对项目存在的技术风险进行了分析,并针对技术隐患提出了风险应对方案。从高密城北片区天然气工程项目施工期、运营环境影响及治理措施、生态环境影响及保护措施、环境安全因素分析等四个方面对项目的环境影响展开研究,并对各种因素造成的风险根据相关法规和项目实施情况进行了评价,并提出了相对应的防范措施。对高密城区北片区天然气工程建设项目的投资情况进行分析,并在一系列财务基础数据的基础上对项目投资效益进行了分析,对投资风险进行了量化评价,并对风险因素如何控制提出了应对方案。论文最后部分为对全文的归纳总结,并对项目后续实施提出了建议。
[Abstract]:Risk management is a system engineering. The direction and countermeasure of risk management determine the success or failure of the project. On the basis of summarizing the theories and methods of project risk management at home and abroad, this paper studies the risk management of natural gas construction project in Chengbei district of Gaomi city. The paper first introduces the general situation of the project from six aspects: the scale and function of the natural gas construction project, the project construction unit and the investment and financing situation, the progress plan of the project implementation and the project management. The target of the thesis is defined. Based on the analysis of the necessity of the construction of the natural gas project in the north part of Gaomi city and the forecast of the market demand of the natural gas in the city, the market risk of the project is evaluated. It is considered that the project has no obvious market risk-but there are potential risks, and the countermeasures are put forward for the potential market risk. The technical scheme of natural gas engineering construction project in Gaomi North area is analyzed from the aspects of gas transmission pipe network construction and pressure regulation facility and valve shutoff, and the selection of wiring mode, pressure level system and pipe material. The technical risk of the project is analyzed from the aspects of pressure regulating facilities and valve technology, and the solutions to the technical hidden trouble are put forward. The environmental impact of the project is studied from four aspects, namely, the construction period of the natural gas project in Gaomi North area, the environmental impact and control measures of the operation, the ecological environmental impact and protection measures, and the analysis of environmental safety factors. The risk caused by various factors is evaluated according to relevant laws and regulations and project implementation, and corresponding preventive measures are put forward. On the basis of a series of basic financial data, the investment benefit of the project is analyzed, and the investment risk is quantitatively evaluated, based on the analysis of the investment situation of the natural gas project construction project in the Beichian District of Gaomi City, and on the basis of a series of basic financial data. And how to control the risk factors put forward the countermeasures. The last part of the paper summarizes the full text, and puts forward some suggestions for the implementation of the project.
